Pay Schedule XII, Grade 5M, Regular Schedule: 35 hours per week
A vacancy exists in the Department of Public Works and Transportation, Engineering and Construction.

Requirements
Under general supervision, plans, organizes, and directs the activities of the Construction Contracts Administration Division of the Bureau of Engineering and Construction.
- Directs the administration of construction contracts for major water, sewer, storm drain, road, bridge, public building, and other capital projects.
- Administers the contract bid process, including the preparation of advertisements, the opening and tabulating of bids, and the recommendation of awards.
- Administers the inspection of capital project construction to ensure compliance by the contractor with plans, specifications, and other contractual provisions.
- Makes periodic field inspections of work in progress.
- Approves payments to construction contractors.
- Participates in an annual prequalification of construction contractors.
- Assesses construction contract changes orders and claims to negotiate resolutions.
- Assists in the preparation of the operating budget.
- Directs the preparation of status, expenditure, and detailed completion reports for the Department and other agencies.
- Reviews design projects for value engineering and constructability.
- Reviews and approves schedules for construction projects.
- Determines the assessment of liquidated damages.
- Coordinates with Baltimore County compliance groups such as MWBE and prevailing wage local hire.
- Oversees the inspection and final acceptance of Utility and Road construction on private development projects that include public infrastructure.
Examples of Other Duties- Represents the Department on committees and at public and internal meetings.
- Testifies in court as an expert witness.
- Performs special assignments requested by the Chief of the Bureau or Director of Public Works and Transportation.
- Performs other related duties as required.

Qualifications
Graduation from a college or university recognized by the Committee on Engineering and Accreditation of the Maryland State Board of Registration for Professional Engineers and Land Surveyors with a bachelor's degree in engineering
plusat least ten years' field or office engineering experience.
Education in engineering, public administration, or a related field beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
ORPossession of a certificate of registration as a Professional Engineer

Licenses and CertificatesPossession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Diplomas or transcripts must show the applicant's major field of study.

Physical and Environmental ConditionsThe work of this classification is essentially sedentary, with occasional walking, standing, operation of motor vehicles, and other limited physical activities including travel to various work sites.
