Job Description

Summary

This job involves leading financial operations for a U.S. Army community support program in South Korea, including advising managers on budgets, monitoring spending, and ensuring proper use of funds.

A qualified candidate must possess the following: Minimum Qualifications: Work Experience that includes: Interpreting and assessing program financial performance using standard financial management systems Interpreting balance sheet and profit and loss statement results.

Applying commercial budgeting techniques. 2. Supervisory experience directing technical and professional management operations.

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": 1.

Possess a minimum three years of experience with Army Family and Morale, Welfare and Recreation (MWR) programs. 2.

Possess a minimum of one year of experience working in a position in the 0500 occupational series group defined by the Office of Personnel Management (OPM) or the equivalent. 3.

Possess demonstrated experience administering Army MWR Financial Management programs such as: Overseeing all phases of the non-appropriated fund (NAF) annual operating budget, budget vs actual variance reports, reviewing financial statements, internal controls, Capital Purchase and Minor Construction (CPMC) budget, and NAF Major Construction (NAFMC) program.

Using Army MWR management information systems (MIS) such as Financial Management Budgeting System (FMBS), Standard Management Information Reports for Finance (SMIRF), SNACS, government purchase card (GPC), travel, RecTrac, and the Installation Management Employee Tracking System (IMETS).

4. Possess demonstrated competence in Microsoft Office products with an emphasis on Excel, Word, PowerPoint, Power BI, etc.

  • Principal financial advisor to managers. Develops policies and procedures. Monitors use of fund resources.
  • Develop, implements plans and policies for use of resources. Administers, coordinates fund budgets; reviews for reasonableness and complementing actions. Prepares Cash
  • Develops and coordinates fund segment of command review/analysis ensuring necessary financial review and analysis. Address budget variances.
  • Formulates and maintains a system of internal management controls. Establishes policies, plans, procedures, reviews and audits to ensure compliance with established controls.
  • Exercises financial oversight for installation private organizations, and certifies availability of funds for substantial expenditures. Supervises assigned staff.
