Summary

The Chief Data Officer leads the data analytics office for a government agency that oversees tax administration, focusing on managing all aspects of data strategy, policy, and operations to support audits and decision-making.

Full Job Description

This position is located at Treasury Inspector General for Tax Administration,Office of Data Analytics. As a Chief Data Officer, you will report directly to the Principal Deputy Inspector General.

You will serve as the chief line official for day-to- day executive leadership and direction over the full scope of data management for TIGTA.

All applicants must meet the qualifications and eligibility requirements by the closing date of the announcement.

As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications.

Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Failure to meet this basic qualification requirement will disqualify the applicant.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive.

This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position.

These will be made against the Executive Core Qualifications and other technical requirements of the position.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

ECQ 1 - Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2 - Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3 - Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high- accountability culture.

ECQ 5 - Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

TECHNICAL PROFESSIONAL COMPETENCIES (TPCs): The following qualifications are required for the incumbent to perform the duties of the position.

You must demonstrate all of the TPCs to be rated as eligible for this position.

TPC 1 - Demonstrated executive/senior leadership experience supervising a wide array of specialists who are dedicated to providing and supporting a comprehensive portfolio of data-related products and services, including advanced statistical analysis, dynamic visualizations, dashboard and tool development, and support for evidence-based decision-making.

TPC 2 - Demonstrated executive/senior leadership experience in the development and management of data strategy, policy, risk management and governance.

Such experience must also demonstrate ability to coordinate both internal and external efforts on data management and governance. Major Duties:

As a Chief Data Officer, you will: Identify how data can be used to support TIGTA's most important and complex investigation, audit, inspection and evaluation priorities, as well as budget planning, programming and execution.

Develop long-term data analytics integration solutions by evaluating TIGTA oversight operations and developing options to broadly integrate data analytics across the TIGTA enterprise.

Create strategy and policy for improving data quality, enhancing data management practices, integrating data collection, and leading the governance of data and information management for oversight projects.

Oversee data services operations regarding program direction to assure effective implementation of IT standards and principles, and TIGTA audit policies and practices.

Work with TIGTA officials, and agency managers to ensure maximum use of diverse disciplines in achieving program goals and objectives; and render technical advice and counsel to agency managers and officials in responding to program needs.
