Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, Atlanta Field Operations, Centers of Excellence & Expertise, Consumer Products & Mass Merchandising, located in East Point, GA.

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Interpreting of CBP laws, regulations, and precedents, as well as Office of Field Operations policies and procedures concerning the import and export of merchandise and cargo to the U.S.

(including characteristics of items imported/exported to determine or verify classification, value, and property of transport) for processing and control of cargo.

Acting as a CBP liaison with Congress, the trade community, and various outside review groups to accomplish CBP trade goals of effective commercial targeting, coordination with international partners and other agencies, partnerships with the importing community and trade associations, risk-based approaches to identifying and addressing trade issues.

Supervising substantial coordination and integration of several professional, scientific, technical, or administrative work assignments, projects, or program segments within the Office of Field Operations (OFO), Center of Excellence and Expertise (Centers).

Developing and long-range planning of national policies and processing strategic goals and objectives to align with national trade executives, industry stakeholders, Partner Government Agency's (PGAs), and other internal/external stakeholders to build and foster partnership programs.

Directing, planning and execution of assignments, projects, studies, or investigations intended to explore and resolve major operational and law enforcement problems, or to develop, improve, or install new procedures.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/16/2026.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

This position starts at a salary of $156,451.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10). The incumbent of this position directs and manages all activities within a Center.

Centers direct the execution of national trade policy and trade program functions of CBP, fostering management by account, and providing uniformity and clarity for the development of CCBP's national trade strategy.

Typical work assignments include: Managing organizational changes and directing the oversight of operational and tactical trade responsibilities within a center.

Coordinating with senior level law enforcement managers to manage and approve significant enforcement actions, including criminal investigations and prosecutions.

Ensuring Implementation of a comprehensive, nationwide risk segmentation strategy to improve the facilitation and increase the flow of trusted traffic for legitimate trade within an assigned industry and endure that enforcement activities are focused on high-risk shipments.

Responsible for overall management of the goals and objectives for supervisors and managers of subordinate employees.

Planning work to be accomplished by subordinates, sets and adjusts priorities, level of difficulty, and capabilities of employees.

Developing employee performance standards and making formal and informal appraisal of work, giving advice, counsel and/or instructions to employees as required.
