The County of Riverside's - Riverside University Health System (RUHS) - Contracts department seeks an Administrative Services Supervisor to join their Hospital Administration team. Under direction, the incumbent will provide direct supervision of Administrative Services Analysts. The incumbent will support the Administrative Services Manager as needed., establish workflows and policies that improve efficiency of staff and department, communicate regularly with RUHS leadership on escalations and priority contract updates, mitigate any issues the department may encounter related to contracts/agreements, supervise and conducting complex and difficult research and analytical studies involving the operations and programs of the department served, making recommendations for the development, implementation and improvement of departmental operations, services and programs, perform other related duties as required. This position is located in Riverside.

The Administrative Services Supervisor classification provides first level supervision in departments whose individual areas of administrative activities require administrative consolidation and efficiency. Incumbents provide supervision to professional support staff such as Administrative Services Analysts and Administrative Services Assistants as well as clerical and fiscal clerical support staff; however, analytical problem solving is the primary component of this class. The Administrative Services Supervisor is characterized by the responsibility for projecting, justifying, recommending, and implementing solutions to a variety of complex problems relative to operational and programmatic activities such as budget and staffing projections.

The Administrative Services Supervisor is distinguished from the Administrative Services Officer by the latter's responsibility for planning, organizing and managing administrative services in departments requiring a full-time stand-alone administrative division in order to complete its mission.

Candidates with the following professional experience and knowledge are highly desired:
  • Experience writing, drafting, and executing contracts for a large government department.

This position has a 9/80 schedule from 7:00am to 4:30pm.

Requirements

•Plan, supervise and conduct studies of administrative and operational activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow, and space utilization.
•Coordinate the preparation of a division or unit budget; analyze need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; make recommendations for the transfer of funds; review financial data on an on-going basis to ensure conformance with established guidelines.
•Recommend and establish contract forms and procedures; monitor adherence to contract terms; may research availability and applicability of grant funding.
•Direct office service units such as duplication service, communications service, supply room, central files, information units, and the coordination of building maintenance services.
•Develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; coordinate the publication and dissemination of procedures.
•Review present and pending legislation to determine effect on departmental operations and programs; participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.
•Direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of a variety of professional, administrative and clerical support tasks.

Qualifications

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Two years of professional experience in an administrative capacity, which must include a minimum of one year of journey level experience.

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Four years of paraprofessional or technical experience in an administrative capacity, which must include a minimum of two years of journey level experience.

ALL OPTIONS
Knowledge of: The principles and practices of public and/or business administration; principles and practices of organizational analysis, fiscal management, budget preparation and control and contract monitoring and personnel management; principles and practices of supervision.
Ability to: Analyze administrative problems, reach practical and logical conclusions, and put effective solutions into practice; develop cooperative working relationships; plan, organize, train, supervise and evaluate the work of others; prepare clear and concise reports.

Other Requirements

License: Possession of a valid California Driver's License may be required.
