Full Job Description


The Administrative Office of the Courts is seeking a highly motivated and qualified individual to take on the dynamic role of Business Analyst.

This position supports the Courts of Limited Jurisdiction Case Management replacement project within the Court Services Division (CSD).

This position also supports the Washington State misdemeanant probation court business process and technology needs.

This business analyst position elicits business requirements and provides expert systems analysis services for statewide systems that support all levels of Washington courts.


Under the general guidance and direction of a Court Business Supervisor in the Court Services Division, the Business Analyst works closely with many other business and technical staff at AOC and partner agencies, vendors, and with judicial officers, county and municipal court administrators, and other court personnel to elicit and document requirements that support application development, modification, configuration, and testing.

These positions work independently under general supervision.

Decision-making is carried out according to general guidelines and defined rules/procedures, although some areas require interpretation and/or development of possible approaches.

POSITION DETAILS

Status: Project, Full-Time*

Location: Olympia, Washington

Salary: Range 68: $84,984- $111,504 per year (DOQ).

*Duration: This is a CLJ-CMS project position that is currently funded through December 31, 2027.


WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION


AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to an interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager for this recruitment.


This position requires you to be in the office at least two (2) days per week.

Requirements


Some of the duties you will perform are:

  • Plan, schedule and lead the management of requirements for complex solutions.
  • Elicit business requirements from internal and external subject matter experts.
  • Serve as a liaison between stakeholders and technical personnel to ensure that business needs are clearly defined, understood and translated into technical solutions.
  • Translate business requirements into user stories, use cases and acceptance criteria.
  • Develop and maintain requirements documentation.
  • Develop and maintain requirements traceability matrices for requirement management and re-use.
  • Analyze requirements for completeness and testability.
  • Review test results to confirm that test acceptance criteria have been met.
  • Provide consultation to project stakeholders.
  • Conduct intensive, in-depth systems analysis for new or enhancements for small to large and highly complex applications and systems.

Qualifications


  • Master's degree in computer science, information systems or related technical/business discipline with one (1) year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.


OR


  • Bachelor's degree in computer science, information systems or related technical/business discipline AND four (4) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.


OR


  • Associate’s degree in computer science, information systems or related technical/business discipline AND six (6) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.


OR


  • Eight (8) years of information technology experience which includes three (3) years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders, analyzing and evaluating business functions/processes for deficiencies and enhancements, and recommending solutions to address business needs.


*Relative IT Experience includes systems and software requirements development and management, software or systems development following the software development lifecycle and project management practices.



THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES


  • Court experience;
  • Court probation experience
  • Demonstrated ability in and aptitude for planning, requirements elicitation and managing requirements for complex solutions;
  • Demonstrated expert level ability in and knowledge of, requirement management methodologies, tools and processes;
  • Demonstrated expert level ability in and aptitude for, requirement elicitation and documentation;
  • Experience in, and aptitude for translating business requirements into user stories or use cases;
  • Ability to plan and organize assignments to create timely, accurate work products;
  • Ability to work efficiently, remain focused, and handle interruptions effectively;
  • Strong technical analytical skills with proven documentation of analysis and recommendations;
  • Expertise in, and aptitude for, presentation, interpersonal, written and oral communication when communication with business and technical audiences
  • Strong written and communication skills;
  • Consistent demonstration of AOC Values - Integrity, Teamwork, Customer Service, Honesty, Communication, Respect, Accountability and Trust.
