The Opportunity

WSDOT is currently seeking a Transportation Technical Engineer (TTE) to join the Tumwater Design Office that is delivering fish passage and mobility projects.

Reporting to the Project Engineer, this role provides management of Agreements with consultant firms and public agencies as well as project budgets for an engineering office responsible for the delivery of design projects.

Projects are expected to be completed within budget, on schedule, and have appropriate QA/QC to ensure deliverables are constructable and maintainable.

This role contributes to the WSDOT mission of providing safe, reliable and cost-effective transportation options to improve communities and economic vitality for people and businesses.

This is accomplished by administering Agreements, oversight of deliverables, review and payment of invoices, management of project budgets, coordination of project schedule updates and reporting.

This position directly supports the agency’s strategic plan by ensuring, through adherence to WSDOT policies, that work functions performed are administered to the expected quality, safety, and stewardship standards to support Washington’s long-term resilience.

What to Expect

Among the varied range of responsibilities held within this role, the Business Operations Lead will:

  • Coordinate activities for procurement of consultants; develop scopes of work.
  • Facilitate independent cost estimate development and level of effort review/negotiation and negotiate task order budgets.
  • Review and recommend for approval task order documents.
  • Prepare and submit task order documentation to the Region Plans Office for execution.
  • Develop budgets and negotiate with other agencies’ staff.
  • Monitor accomplishment of scope within agreed upon schedule and budget with Design Team Leaders and other agencies Project Managers.
  • Coordinate with Region Program Management to establish work orders for projects and set- up Work Order Authorization (WOA)’s for Agreement task orders.
  • Track and update as necessary project scope, schedule and budget information.


Qualifications

  • Negotiation and Conflict Resolution: Demonstrated advanced skills in negotiating, resolving disputes, and addressing complex problems through effective problem-solving and collaboration.
  • Technology and Data Utilization: Demonstrated proficiency in using computer software and technology to evaluate and analyze data, develop professional reports, and prepare and deliver effective presentations.
  • Safety and Compliance: Demonstrated commitment to workplace safety through consistent adherence to safety policies, procedures, and best practices, and by performing work in a diligent and safe manner.

It is preferred that qualified candidates also have:

  • Consultant Coordination: Demonstrated knowledge and experience working collaboratively with engineering consultants and local agencies to coordinate project activities, resolve issues, and achieve shared objectives.
  • Design and Construction Practices: Demonstrated knowledge and experience in engineering design and/or construction, including the ability to apply technical principles to support project development and delivery.
  • Supervisory and Workforce Management: Demonstrated experience managing and supervising a diverse workforce of engineers and/or technicians, including assigning work, providing guidance, and supporting performance and professional development.
  • Educational Preparation: Demonstrated educational preparation equivalent to a Bachelor of Science degree in engineering, sciences, planning, or a closely related field.
  • Professional Licensure: Demonstrated possession of, or ability to obtain, a Professional Engineer’s License in Washington State or an equivalent credential.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
