Full Job Description

The Tacoma Fire Department (TFD) is seeking a skilled, enthusiastic, and self-motivated Business Services Manager to oversee and lead all financial operations for the department.

This position plays a critical role in ensuring sound fiscal management, operational efficiency, and high-quality customer service across all TFD finance and billing functions.

In this role, the incumbent serves as a subject matter expert and trusted advisor, exercising independent judgment to solve complex problems, and analyze financial and operational data.

The position requires the ability to prepare, interpret, and present reports, analyses, and recommendations to executive leadership and governing bodies.

Success in this role depends on the ability to build strong working relationships across all levels of the organization and to deliver exceptional service to both internal and external customers.

This Business Services Manager provides caring, supportive, and effective leadership to the finance team, helping staff prioritize workloads, meet deadlines, and balance ongoing responsibilities with emerging assignments.

In addition to supervising and coordinating the work of others, the manager independently completes assigned projects and ensures all responsibilities are fulfilled accurately and on time.

This position will have an option for a flex schedule and to telework for a portion of the week, so must have a functional space in their home for computer equipment, including a space to protect patient information related to billing services.

KEY RESPONSIBILITIES

  • Act as primary contact to the City’s Office of Management & Budget to develop and manage the biennial budget, including developing budget proposals and presentations
  • Develop understanding of medical services billing and patient customer service and ensure HIPAA and Medicare & Medicaid compliance
  • Develop financial reporting tools to assist executives with operational decisions
  • Review and approve adjustments to accounts receivable and collections accounts
  • Oversee local, state, and federal grants performance and compliance
  • Ensure compliance with City, State, and Federal payroll rules, and develop understanding of multiple bargaining contracts’ impact on payroll accuracy
  • Provide guidance on internal controls and risk management activities to protect assets and financial position
  • Review and approve large contracts and purchases, ensuring procurement and budgetary authority

Requirements

Minimum Education*

Bachelor's degree in public or business administration or directly related field

Minimum Experience*

5 years of progressively responsible analytical and/or program coordination/management work in area related to assignment including 1 year prior at senior, lead and/or supervisory level

*Equivalency: 1 year of experience = 1 year of education
