BUSINESS LIAISON (GRANT FUNDED)
Grant Funded, Full-Time Employment Opportunity

Note: This is a grant funded position with NOVA Workforce Services. Continued employment is contingent upon ongoing grant funding.

We are seeking to fill the position of Business Liaison (Grant Funded). This position is in the City's NOVA Workforce Services (NOVAworks).

NOVAworks provides grant funded workforce development services to residents and businesses in northern Santa Clara County and San Mateo County.

The Business Liaison develops relationships with businesses to understand their operations and needs related to workforce development and works to provide solutions and referrals to assist in meeting those needs.

The ideal candidate will have experience in developing and maintaining relationships with businesses and other organizations and be comfortable relating to businesses in a quasi-sales capacity.

Presentation skills are a must. Candidates are expected to have knowledge of the local labor market and employment issues such as workforce skills gaps, occupations in demand, and hiring practices.

Under general supervision of an assigned supervisor or manager, develops business relationships with employers in northern Santa Clara County and in San Mateo County, the region served by the NOVA Workforce Services (NOVA) for the purpose of meeting their staffing and employee training needs; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

The position of Business Liaison is a fully qualified journey-level professional classification.

This classification is responsible for implementing new and innovative methods to meet the needs of the business community.

This classification differs from the Employment Training Program Coordinator in that the Employment Training Program Coordinator has full supervisory responsibility for the development and implementation of employment and training services.

Requirements

(May include, but are not limited to, the following):

  • Develops and maintains collaborative relationships with human resources and other hiring and training professionals in order to represent NOVA services to the business community.
  • Identifies and contacts employers to develop direct placement and on-the-job training positions.
  • Assists employers with recruitment activities.
  • Assists in the development, maintenance and modification of program unit policies and procedures in accordance with Federal, State and local regulations.
  • Maintains statistical data and prepares a variety of reports and correspondence.
  • Coordinates and/or attend meetings and provide administrative support as needed.
  • Participates in professional organizations, training and workshops.
  • Acts as a liaison supporting partnerships with workforce development partners and labor market stakeholders.
  • Plans, organizes and conducts public events including labor market forums and dissemination meetings.
  • Creates and maintains content of relevant portions of web based publications and web sites; assists in the marketing of department programs and events.

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.

The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard.

Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service.

The need to lift, drag and push files, paper, books and documents weighing up to 50 pounds is also required.

Qualifications

Education and Experience:

The minimum qualifications for education and experience can be met in the following way:

A Bachelor's degree from an accredited college or university with major coursework in business administration or a related field; AND

One year of experience involving recruiting, staffing, outside sales, or human resources.

OR

An Associate's degree or 60 semester or 90 quarter units from an accredited college or university with major coursework in business administration or a related field; AND

Three years of experience involving recruiting, staffing, outside sales, or human resources.

Knowledge of:
  • Employment issues facing businesses, such as workforce skills gaps, employee training, demand occupations and screening and hiring practices.
  • Federal, State, and local regulations and procedures as they apply to employment issues of business.
  • Local business industry.
  • Office methods, procedures, software, and equipment.

Ability to:

  • Effectively relate to the public in a quasi-sales capacity.
  • Develop and present professional public presentations.
  • Negotiate vocational training agreements with employers and/or classroom training vendors.
  • Access and analyze local labor market information and incorporate into specific marketing approaches.
  • Analyze and solve issues with assigned program.
  • Interpret and apply Federal, State, and local regulations and procedures.
  • Operate a computer using word processing and business software and other office equipment.
  • Understand and follow written and oral instructions.
  • Communicate effectively, orally and in writing.
  • Establish and maintain and promote positive and effective working relationships with employees, other agencies, and the public.
  • Demonstrate initiative and exercise good judgment in the performance of duties.
  • Work independently and as a team member; recognize and set priorities to meet deadlines.
  • Observe safety principles and work in a safe manner.

Willingness to:

  • Work irregular hours, evenings and weekends as required.

Licenses/Certificates:

Possession and continued maintenance of a valid class C California driver's license or the ability to provide alternative transportation as approved by the appointing authority and a safe driving record.

DESIRABLE QUALIFICATIONS

  • Previous experience developing business relationships.

EXAM PROCESS

Applications will be competitively screened based on the minimum qualifications of this position.

Based upon a review of the application materials, the most qualified candidates will be invited to participate in the oral examination process scheduled for Tuesday, May 5, 2026.

(Note: The examination process may be changed as deemed necessary by the Director of Human Resources.)

SELECTION PROCESS

Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies.

Top candidates on the eligibility list will be invited to participate in a selection interview with the department tentatively scheduled for the week of May 11, 2026.

Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City selected physician(s) before hire.

Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history.

A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination.

Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
