Full Job Description

Public Health – Seattle & King County is seeking a Business and Finance Officer II (BFO II).

The BFO II provides essential financial support for King County Public Health within the General Ledger and Accounts Payable (GL/AP) unit.

This role ensures accurate processing of financial transactions, maintains proper internal controls, and contributes to the overall efficiency of the department’s financial operations.

The position offers exposure to government accounting practices and the opportunity to impact public health programs through diligent financial management.

Work Schedule

Typical work schedule will be Monday through Friday, 8:00 am to 5:00 pm. This is an exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.

Remote and Onsite Work

This position works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location will be at the Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Requirements

  • Collaborate with team members to implement financial oversight and management processes.
  • Review, record, and reconcile all fiscal transactions in King County’s accounting systems.
  • Participate in month-end and year-end close processes.
  • Reconcile assigned funds, accounts, and subsidiary systems.
  • Work with program and division finance teams to ensure compliance in fiscal transactions.
  • Support continuous improvement of financial processes, systems, and tools.
  • Assist with preparations for audits, monitoring visits, and reviews; provide documentation and analysis as needed.
  • Prepare responses to inquiries from finance staff, division managers, and supervisors.
  • Allocate costs and revenues according to established methodologies.
  • Maintain accurate records in compliance with applicable laws, regulations, and accounting standards.
  • Provide ongoing support to program teams by reconciling ledgers and identifying allowable/unallowable charges.
  • Research policies, laws, and regulations, and make recommendations for accounting treatments and compliance practices.
  • Compile and prepare financial reports for management, funders, and auditors.
  • Analyze data to identify trends and opportunities for process improvements.
  • Participate in team and committee meetings and provide training as needed.
  • Perform other duties as assigned.

Qualifications

Our ideal candidate will demonstrate the following (Minimum):

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field, or equivalent combination of education and professional experience.
  • Proficiency in Microsoft Office, including advanced Excel skills.
  • Strong oral and written communication skills with the ability to work with diverse stakeholders.
  • Excellent organizational skills, with the ability to prioritize multiple tasks and projects.
  • Demonstrated analytical and problem-solving abilities.
  • Ability to build and maintain effective, collaborative working relationships.
  • Commitment to professional growth and to King County’s values, including Equity and Social Justice.
  • Valid Driver’s License.

The most competitive applicants will have the following experiences and qualifications (Desired):

  • Bachelor’s degree in accounting or finance preferred.
  • Eagerness to learn and grow professionally within the role.
  • Experience in governmental or nonprofit accounting, budgeting, and finance.
  • Strong knowledge of federal, state, and local audit requirements for grants, contracts, and public funding.
  • Proven experience reconciling balance sheet accounts and performing financial analysis.
  • Experience working with internal and external auditors, including supporting audits and monitoring visits.
  • Proficiency with accounting and financial reporting systems such as PeopleSoft, Oracle/EBS, or similar platforms.
  • Familiarity with GAAP, GASB standards, and compliance regulations applicable to public sector finance.
  • Experience in process improvement, such as Lean or other operational efficiency initiatives.
  • Demonstrated ability to lead audit engagements or award recipient monitoring site visits.
  • Strong analytical, organizational, and problem-solving skills with attention to detail.
  • Effective written and verbal communication skills, with the ability to collaborate across teams and with diverse stakeholders.
