The Department of Revenue's (DOR) Automated Tax & Licensing Administration System (ATLAS) Management Program (AMP), within our Information Services division, is a diverse team made of skilled business and technical team members who are passionate about continuous improvement and who actively cultivate a culture of respect, inclusion, and excellence.
About the position
This position joins AMP’s Business Readiness & Training Team as a Business Readiness & Training Specialist (MA4). You will work in the design, development, and delivery of training and readiness activities for internal and external customers who use the agency’s ATLAS system.

Requirements
As the Business Readiness & Training Specialist, you will
support enterprise business readiness and training efforts to ensure ATLAS users and external partners and customers receive effective training, communication, and other readiness activities required for continuous system changes. This is done through customer service-oriented facilitation, ongoing collaboration, training and communication expertise, and the ability to meet deadlines.
Some of the key duties will include:
- Assisting with the design, maintenance, and execution of business readiness plans to promote an organizational change management (OCM) approach to ATLAS changes, enhancements, and projects.
- Participating in definition sessions or other project meetings to better understand process changes as they impact the various internal and external stakeholders.
- Designing, developing and maintaining training curriculum and content, which includes ensuring published resources stay current.
- Determining the appropriate mode and cadence for communicating changes to impacted stakeholders.
- Creating and delivering timely and effective communication of system and business process changes to internal staff and external partners.
- Developing and conducting periodic ATLAS assessments and analyzing results to determine training and readiness needs.
- Collaborating and effectively communicating with the training network team so they are aware of changes to the system or business processes, and training or communication needs can be identified.
Qualifications
Planning and Organization:
- Competency to organize, balance, and complete multiple priorities in order to meet deadlines.
- Knowledge and experience in Organizational Change Management approaches and strategies.
- Ability to absorb new and complex information and then create and execute a plan in response.
Data Analysis and Assessment:
- Ability to collect, analyze, and interpret quantitative and qualitative data from training or readiness assessments and stakeholder feedback.
- Competency in using assessment results to identify gaps, measure training effectiveness, and inform the development and improvement of training and readiness strategies.
- Experience with basic data analysis tools (e.g., Excel, survey platforms) to support decision-making and reporting.
Communication Skills/Training Development:
- Ability to write clearly, concisely, and with consideration of the audience.
- Ability to communicate with varying audiences, which includes listening effectively to gain understanding.
- Understanding of Plain Talk style of writing.
- Ability to design and deliver effective, accurate, and engaging presentations to small and large groups.
Interpersonal Skills:
- Ability to work as part of a team, contributing to assignments with shared ownership.
- Collaborates effectively to build and maintain relationships outside of work group, necessary for completing work.
Self-learning/Self-Management:
- Ability to work individually, motivating self to set and meet goals.
- Taking ownership of continued learning and maintaining knowledge.
- Identifying problems in assignments, processes, etc. as observed, so they can be addressed. Work collaboratively and proactively in assessing and recommending solutions.
- Actively works to continuously improve job effectiveness and efficiency.
Preference may be granted to those who also possess:
- A bachelor’s degree in public administration, business management, education, organizational change or related field.
- Two or more years of training or organizational change management experience.
- Knowledge and experience in designing and delivering training focusing on the use of an integrated operational business system.
- Two or more years of demonstrated in-depth knowledge and understanding of agency business processes within one or more agency divisions.
- Knowledge and experience in the use of FAST’s GenTax system, including FCR.
- Knowledge and experience with Articulate 360 software.
