Full Job Description

King County Metro Transit’s Facilities has an exciting opportunity for a Business Analyst. This position will be a crucial link between business needs and technology solutions, ensuring that our projects align with Metro’s belief that transportation is a human right.

This position will play a critical role in establishing and implementing the Zero Emission data program for TFD to align with King County Metro’s Zero-Emission Fleet initiative as Metro is one of the only large transit agencies in the country working toward a 100% zero-emissions fleet by 2035. Over the next decade, we’ll buy zero-emissions buses, continue to invest in electric trolleys, transform Metro non-revenue vehicles fleet to 100% zero-emissions, add charging infrastructure to existing bases, build new bases, and invest in new technology systems to manage an evolving fleet.

About Metro’s Transit Facilities Division:

King County Metro Transit’s Facilities Division maintains all Metro Transit properties, such as bus bases, park & rides, bus shelters, and offices and maintenance shops.

Services include bus shelter repairs and replacements, bus shelter cleaning, trolley wire repairs, radio maintenance for buses, environmental spill clean-up, bus sign replacement, graffiti removal, and other facilities maintenance duties.

Internally, team provides division-wide support functions for finance, budget, environmental compliance, safety, training, administrative services and new employee orientation.

Planning, inventory/materials management, work center, workforce management, functional asset management, general/maintenance agreements, systems support, capital infrastructure, sustainable resources/energy.

Recruitment Information:

This recruitment will immediately fill one (1) Term-Limited Temporary (TLT) / Special Duty Assignment (SDA) position with an anticipated duration of up to 18 months with the possibility of extension and may also be used to create an eligibility list for future Career Service, Term-Limited Temporary (TLT) and/or Special Duty Assignment (SDA) vacancies valid up to twelve (12) months or until exhausted and at the discretion of the hiring authority.

  • Monitor, maintain and audit systems to ensure real-time data is accurate and reliable, analyze charging data to improve schedules and reduce energy costs, provide technical support to resolve system issues, train staff on effective system use, and continually look for ways to improve system efficiency and performance.

  • Design, develop, and maintain Power BI dashboards and reports that clearly display KPIs, metrics, and trends.
  • Apply visual management principles so visuals support performance tracking, transparency, team accountability and leader standard work.
  • Plan and prioritize work using project management best practices and approved project management tools.
  • Break down work into manageable tasks, estimate effort, and track progress against deadlines and deliverables.
  • Act as a proactive thought partner by raising issues early, asking clarifying questions, and suggesting options without waiting for direction.
  • Provide training, coaching, and support to colleagues on metrics, dashboards, and basic data literacy.
  • Manage the lifecycle of assets by ensuring they remain in good condition, comply with industry standards, and are properly tagged, tracked, and documented in EAM database, and assist customers as needed. Support legacy databases and security databases as needed.
  • Apply basic GIS principles and spatial data concepts in support of GIS-integrated asset management.
  • Lead continuous improvement training and activities and support workforce development as needed.
  • Other duties as assigned.

Qualifications

To be considered eligible for this role, applicants must possess these MINIMUM QUALIFICATIONS:

  • Minimum of two (2) years related business process analysis and improvement experience, including facilitation/leadership experience OR any combination of experience/education/training that provides the required knowledge, skills, and abilities.
  • Minimum of three (3) years of experience using Microsoft Excel.
  • Two (2) or more years of experience with using Microsoft Power BI (Business Intelligence) or similar BI tools.
  • At least one (1) year of SQL experience.
  • Ability to be an equity-minded team player who works collaboratively, values equity and inclusion, and respects diverse perspectives while supporting an equitable work environment.
  • Comprehensive knowledge of analysis, design, and development of various business systems.
  • Familiarity with project management techniques and methodologies, incorporating equity principles.
  • Strong analytical thinking and collaborative problem-solving skills, emphasizing equity considerations.
  • Planning, organizational techniques, and project management skills with a focus on equity and inclusivity.
  • Effective communication skills, including preparing clear, concise reports and presentations that incorporate equity principles.

The most competitive applicants will possess these DESIRABLE QUALIFICATIONS

  • Experience in working with zero emission type data.
  • Experience in Metro or transportation.
  • Experience with Microsoft Power Apps.
  • Advance experience with Microsoft Office.
  • Proficiency in utilizing auditing and quality assurance tools, ensuring equity in diagnostic and evaluation processes.
  • Skill in leading process improvement workshops, emphasizing equity, diversity, and inclusion.
  • Proficiency in process improvement methods such as Lean, Six Sigma, Theory of Constraint, and/or Toyota Kata, ensuring equitable application.
  • Experience in the use of large, complex spreadsheets, word processing, presentation, statistical analysis, and database software.
  • Advanced knowledge of and experience with King County's administrative systems, processes, policies, and procedures.
  • Experience with Asset Management Systems/CMMS (Computerized Maintenance Management Systems).
  • Knowledge and experience using EAM Cognos reporting and Oracle/EBS.
  • Knowledge and experience in advanced metering software and hardware integration, configuration, and programming.

Work Schedule:

Hybrid Work and Onsite Requirements:

The work associated with this position will be performed or conducted through a combination of teleworking and regular onsite work and meetings.

Currently, employees in the Facilities Division are exploring working onsite three (3) days per week to align with County directions. Work schedules are subject to change based on operational needs.

Work Location:

The primary location of the position is at the King Street Center offices, 201 S. Jackson St., Seattle, WA 98104.
