The mission of the South Carolina Department of Education (SCDE) is to serve students, support teachers, empower parents, and engage the community so that every student graduates prepared to reach their full potential.


Job Purpose:

The South Carolina Department of Education is seeking a detail-oriented and proactive Information Systems/Business Analyst II to join our dynamic Business Projects team.

This intermediate-level position blends technical writing, data analysis, business analysis, and cross-functional collaboration to support strategic initiatives and improve operational efficiency across the office and the agency.


Responsibilities:

Documentation

  • Develop and maintain manuals, guides, knowledgebase articles, reports, dashboards, and workflows.
  • Work with subject matter experts (SMEs) to ensure accurate process details.
  • Translate complex technical concepts into clear, user-friendly documentation for diverse audiences.
  • Ensure all documentation complies with regulatory requirements and industry standards.
  • Create flowcharts, block diagrams, and user manuals to illustrate systems and procedures.
  • Establish and execute procedures that validate systems, products, and services against agency standards.
  • Assist in performing routine content audits and accessibility checks.

Business Process Design

  • Analyze user needs and translate them into actionable business requirements and use cases.
  • Assist in developing technical designs, specifications, workflows, and solution options.
  • Simulate and recreate user issues to identify and resolve system problems.
  • Map data elements across applications with full documentation.
  • Conduct testing to verify data fidelity and system integrity.

Collaboration

  • Work closely with cross-functional teams, external agencies, and vendors to ensure project success.
  • Participate in project meetings, technical discussions, and document review sessions.
  • Build strong partnerships across SCDE offices and external stakeholders using modern collaboration tools.

This position is located in the Office of Information Technology.

Requirements

A high school diploma and experience in computer system development and modification. A bachelor's degree in a related area may substitute for the required work experience.

Qualifications

Education & Experience

  • Bachelor’s degree - Business Administration, Information Technology, Technical Writing, or a related field — or equivalent experience in business analysis and documentation.

Technical Skills

  • Working knowledge of information systems design and capabilities.
  • Experience with data mapping, documentation standards, and compliance tools.
  • Experience with document management systems that use controlled metadata and taxonomy.
  • Proficiency in documenting workflows, procedures, and project details for both technical and non-technical audiences.
  • Experience using tools such as Microsoft365, SharePoint, and Scribe.
  • Familiarity with Ed-Fi tools and data infrastructure projects is highly desirable.

Soft Skills

  • Strong analytical and problem-solving abilities.
  • Strong documentation skills, including the ability to create clear, concise, and well-structured technical or process documentation.
  • Ability to collaborate effectively with colleagues, users, vendors, and technical teams.
