Assistant Director of Business Support and Property Services
The Department of Administration's (Admin) Division of Facilities Management and Property Services is seeking a strategic leader to serve as the Assistant Director of Business Support and Property Services. The Division of Facilities Management and Property Services (FMPS) provides building management of approximately 53 buildings which include the State House, Capitol Complex Office Buildings, the Governor’s Mansion, and other buildings in the Columbia area and centralized real estate services for all state agencies. This senior-level role partners directly with the Division Director to guide day-to-day operations, oversee critical statewide programs, and ensure responsible stewardship of South Carolina’s real property assets. This position is onsite in Columbia, SC.

Responsibilities of the Assistant Director of Business Support and Property Services:
  • Set direction and provide management level oversight of the operations of assigned program areas which include Real Property Services, Safety and Environmental Health, Special Projects, Contract Administration, Program Support, and Business Services to ensure stakeholders and customers are provided with excellent customer service by each functional area while balancing the need for fiscal responsibility.
  • Ensure that all human resource activities are in compliance with state and federal laws and Admin HR policies and procedures. Create, review, monitor and update all FMPS policies and procedures.
  • Partner with the Office of General Counsel to negotiate, administer and monitor FMPS Business Support and Property Services contracts, including but not limited to leases, minor construction, indefinite delivery, invitation for bids and request for proposals, vertical transportation, boiler, and fire system maintenance and inspection, pest control, janitorial, and temporary staffing.
  • Review contracts to ensure scopes of work are adequate and contract terms are reasonable, protect the state, and include appropriate bonding and insurance requirements. Directly facilitate any required corrective actions and resolutions.
  • Negotiates major commercial leases. Oversee real property contracts and billings. Ensure proper and timely billing of all state leases, maintenance and operations, and excess energy.

    Review submitted proposals for accuracy and advise staff in negotiations.

    Draft agenda items for transactions requiring approval by Joint Bond Review Committee consideration and/or State Fiscal Accountability Authority.

  • Work with the Governor's office to provide timely electronic notification of half-staff flag events. Review State House Events reservation requests.
  • Assist the Division Director with special projects associated with implementation of the agency strategic plan. Provide oversight and coordination of assigned projects within the requested time frames.
  • Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.
  • Other projects and duties as assigned.

Requirements

A bachelor's degree and relevant program management experience to include knowledge of the laws and regulations surrounding state real property transactions and experience in executive level management in a government environment with responsibility for varied functions.

  • Thorough knowledge of management, budgeting, and financial and contract administration principles.

  • Ability to clearly and concisely present Information to management and staff.
  • Strong verbal and written communication skills.
  • Position may require overnight travel.
  • Position may require employee to work evenings and weekends.
  • Position may be required to report to work during emergency situations.
