Under administrative direction, support the common department goals or provide welcoming, accessible, energy efficient, safe, and clean office and public spaces on all assigned properties by: assisting in the overall responsibility for the management and daily operation of the building, including facilities maintenance, tenant services, custodial and security services; directing the operations of personnel and finance to include administrative and support functions relating to budget, personnel, purchasing, policies and procedures; providing coverage as the 24 hour, 7 day a week on call emergency contract person; and perform related duties as assigned.
Train staff in monitoring facility operating systems.
Supervise contractors and staff in preforming preventive maintenance tasks and repairs of critical and non-critical building systems including backup generators, uninterruptible power supply systems, security and fire protection systems, HVAC and exterior building envelope systems.
Establish and implement the schedules to maintain these systems.
Under administrative direction, develop the facilities annual budgets by analyzing past performance and projecting future needs.
Monitor the facilities budget to see that revenues and expenditures remain within the limits of the approved budget; authorize payments to various vendors and County agents; authorize budget adjustments as required; participate in decisions regarding the authorization and purchase of supplies, furniture, services, and equipment.
(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)
Finger printing: The Bureau of Criminal Apprehension (BCA) and the FBI require the Property Management Department to submit fingerprint cards of new employees and to keep them on file for every employee that has access to areas where their databases or information are accessed, produced, used, or stored.
Bureau of Criminal Apprehension (BCA):
Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.
ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19.
Education: High school or GED and completion of a 2-year vocational certificate in HVACR, Building/Systems or related maintenance field.
Experience: Five (5) years of experience in the operations, maintenance, and repair of buildings, building mechanical systems and grounds; including three (3) years’ experience as a Mechanical Maintenance Manager or similar position managing all aspects of facility operations, oversight of contractors and supervision of staff.
Substitution: Equivalent combination of education and related experience.
Certifications/Licensure: Must have and maintain a valid drivers’ license.
The examination process will consist of the following section with each section weighted as indicated:
The examination for Building Services Manager. will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire.
Not all applicants who meet the minimum qualifications will pass the training and experience rating.
The rating on this supplemental questionnaire will depend on your answers to the questions –do not mark “see resume” or “see work history” as a response.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Building Services Manager.
This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy.
Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.
Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.
Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
