Full Job Description

Employee will serve as a Budget Technician aligned within the Office of Research and Development located at the Veterans Healthcare System in San Antonio, TX.

SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service.

Specialized experience includes interacting with vendors and purchasing supplies, equipment, and services as an organizations credit card holder; monitoring costs, expenditures and tracking funds distribution; reconciling fund account balances, identifying/correcting errors; and working with contracts (e.g., Contracting Officer Representative).

You will be rated on the following Competencies as part of the assessment questionnaire for this position: Financial Analysis Financial Systems Internal Controls Principles of Finance IMPORTANT: A full year of work is considered to be 35-40 hours of work per week.

You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: Work is sedentary, mostly while sitting comfortably at a desk or table.

A moderate amount of standing and walking is required when attending meetings and conferences, and in visiting other offices and buildings throughout the facility.

Requires daily pick-up of mail and packages from the on-site warehouse/mailroom and requires ability to lift 15 pounds.

Major Duties:

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Prepares long-term and short-term strategic plan, prepare, and carry out the fiscal program for Research Service.

Maintains cost accounting ledgers for current and prior year appropriations assigned to research programs.

Provides financial advice to investigators and/or other members of the research service on budget related matters. Forecasts needs, tracks, and allocates funds for investigators.

Assembles historical data on cost trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand.

Uses knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.

Ensures each project account has sufficient funding to cover the cost of purchase orders.

Uses knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data.

Applies qualitative and quantitative analytical methods, techniques, and administrative duties to analyze and evaluate research plans and funding for one or more future budget years.

Assists in the procurement process for the research service fund control points. Creates and sends bills of collection and monitors receipt for payment by other institutions.

Approves payment of invoices for billing by other organizations.

Uses judgment in choosing and applying the appropriate policies, practices, and regulations for the specific funding agency or research activity.
