The primary purpose of this position is to as a Financial Management Branch Chief in the Advanced Programs Office responsible for the total budget program of the 16 Air Force (16 AF) Advanced Programs missions.
The budget analyst is fully responsible for the overall technical aspects of the 16 AF budget and management of resources for specific programs and appropriations.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in Budget Analysis, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.
Knowledge of a wide range of federal, DoD and Air Force budget processes and associated policies, directives, procedures, and regulations, including knowledge of the Congressional budget processes, appropriation law, and procedures to develop and provide authoritative advice and interpretation of legislation, policies and precedents.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. 2.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and AirForce organizations pertaining to budget formulation and financial management to provide guidance to subordinate units.
3. Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures. 4.
Skill in applying DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation.
5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6.
Ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments.
CONDTIONS OF EMPLOYMENT CONT.: 1.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. 2.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3.
This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
Incumbent shall comply with the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
DUTY 1: Serves as technical authority and consultant to the Advanced Programs Director and division directorates on all budget and cost analysis activities.
DUTY 2: Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for funds for distribution to program managers.
DUTY 3: Provides financial advisory services for a segment of 16 AF's budget on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc.
DUTY 4: Uses automated budgetary system(s) and computer-generated products in accomplishing budgetingassignments.
