Full Job Description

This position is located at the Martinsburg, WV VA Medical Center, Fiscal Service, Finance Section.

The primary purpose of this position is to formulate and monitor the budget of the Martinsburg VAMC with the allocated funds and preclude deficit spending.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Examples of specialized experience would typically include, but are not limited to: Analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions.

Comprehensive knowledge and understand of government budgetary and accounting principles, theory, and cost allocation as they relate to the facility in order to ensure financial estimates and projections conform to established guidelines.

Comprehensive knowledge of disbursing authority procedures as they relate to primary fund allocation and intra-station transfer of fund to enable the incumbent to effectively transfer and allocate funds.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond 1 full year of graduate level education.

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Major Duties:

Major duties include but are not limited to: Reviews program data for the Supervisory Budget Analyst to support him/her as advisor to the Chief Financial Officer (CFO) and other forums and committees to which he/she may be a representative.

The Budget Analyst compiles, consolidates, reviews, analyzes, and edits multiple daily, monthly, quarterly, and annual fiscal reports as required by VACO, VISN, and/or station management.

Monitors the execution of the Medical Center budget with many different sources and types of funding, such as multi-year appropriations, allotments from different appropriations, transfers of funds from other VHA departments and programs, reimbursements for services provided, and revenue from the Mid-Atlantic Consolidated Patient Account Center.

Reviews and maintains employment, obligation, expenditure, and workload reports while keeping management informed of their status and any significant changes.

Incumbent directs the station fund control systems with the support of the Supervisory Budget Analyst.

Provides Fiscal training and guidance to station management, fund control point Officials, and other personnel in budgetary procedures and explains how to interpret standard budgetary reports.

Reviews all specific program funding allotments, preparing daily, monthly, quarterly, and yearly reports to account for each program's funding and obligation changes and progress.

This includes reviewing, editing, and consolidating annual and multi-year budget requests and estimates for all programs at the Medical Center into a single budget request.

Prepares and updates narrative justifications and projected funding needs/excess and ensures that data in requests are formally and accurately documented in a wide variety of schedules and reports.

Analyze budget projections for customers and leadership, such as the Supervisory Budget Analyst, Chief Financial Officer, Medical Center Service Chiefs, Business Managers, Medical Center Leadership, and the VISN Finance Team.

Monitors the Care in the Community appropriations daily. This includes updating the funding and obligation information report daily.

The incumbent requests funding transfers and prepare expenditure transfer journal entries to properly manage the appropriations at a fund level as needed.

Reviews all reimbursable interagency agreements and maintain accounting records for each agreement, monitoring the agreements throughout the fiscal year and modifying as needed to adjust for financial changes.

The incumbent provides billing (may be bi-weekly, monthly, or quarterly) to the requesting agencies, along with supporting documents, in a timely manner and prepare the billing transaction in the Financial Management System.

Prepares all reports for staffing management bi-weekly by the first Monday of each pay period. Prepares all monthly financial reports by the third business day after the month concludes.

Prepares the Status of Allowance reconciliation report daily and research and correct all fund control point discrepancies and provide report to the Supervisory Budget Analyst.
