To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
You qualify for the GS-14 level (starting salary $143,913) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Balancing competing priorities and projecting funding levels to formulate an operating budget for an organization.
Preparing justification documents to support funding requests on behalf of an organization. Recommending changes to address inefficiencies within the budgetary process.
Supervising financial or budgetary operations for an organization to ensure they are operating efficiently.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

Major Duties:
The selectee will serve as a Supervisory Budget Analyst in the Office of the Chief Financial Officer, Budget Division.
Typical work assignments include: Monitors and develops reports to track year of execution budgetary resources.
Monitors monthly obligations, expenditures, and work year limitations for assigned accounts.
Monitors the use and rate of expenditure of budgeted funds through continuing dialogue with management officials and their staffs, review of written documents, and examination of accounting records.
Ensures obligations of appropriated or other authorized funding are incurred, and expenditures made, in accordance with existing laws and regulations.
Advises the Division Chief, Deputy Division Chief, and other Branch Chiefs on implications and feasibility of programs plans, proposals, and recommendations.
Supervises the operations of the Budget Division, which consists of overseeing and developing professional employees, as well as coordinating and planning projects and tasks to complete, and setting priorities and deadlines for their completions.
Develops, analyzes, and reviews the USSS Budget execution plans and coordinates with Directorates to capture and justify financial requirements.
Develops budget/program processes, procedures, and guidance for executing financial management plans and programs. Prepares a variety of reports covering the status of funds, expenses, and obligations.
Advises program managers and management officials on the status and availability of funds.
