Job Description

Summary

This job as a Budget Analyst involves reviewing and analyzing financial reports, working with program leaders to estimate funding needs, and preparing budget documents for government programs in housing and urban development.

You'll advise senior officials on federal budgeting processes and interpret laws and policies related to funding.

Full Job Description

This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized Experience for this position includes: - Performing review and analysis of financial reports, budget requests, or other budget-related information; AND - Collaborating with program administrators and financial managers to estimate funding requirements; AND - Managing projects involving the collection and presentation of information from multiple sources; AND - Writing and editing documents for public presentation (such as budget justifications, reports, or other published documents).

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major Duties:

As a Budget Analyst, you will: Perform a wide variety of administrative and analytical duties connected with the review, justification and presentation of the budgets for a program office or major component(s) of a program office.

Provide advice to top management on the Federal budget process. Develop proposed appropriation language in support of new or revised program and budgetary requirements.

Provides authoritative interpretations of Congressional legislation and OMB policies and precedents.
