This position is located within the Office of the Convening Authority, Office of Military Commissions (OMC).
OMC is composed of 300+ military, government civilians, and contracted personnel who are located in two primary locations: the national capital region and Guantanamo Bay, Cuba.
The incumbent serves as a Courtroom Technology Specialist for OMC-South, which is located at Guantanamo Bay, Cuba. In order to qualify for this position, you must meet the requirements described below.
Basic Requirement: Education: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position.
Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.
OR Specialized Experience: Experience in the actual type of work for which application is made.
Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position.
This includes work directly connected with the production aspects of the field(s) of the position to be filled.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Plan, install, operate, and troubleshoot complex video and audio systems.
Demonstrate independent project management. Coordinate audiovisual, lighting, and production elements for events.
Manage vendor contracts, train staff, and provide technical support with minimal supervision is required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Responsible for the set-up, operation, and maintenance of a wide and diversified range of audiovisual equipment, video teleconferencing, audio recording software, and control devices in all audiovisual communications rooms within the operational control of OMC.
Operates a wide variety of courtroom technology system components, including microphones, high definition and standard definition cameras, audio and video matrix switchers, and other related audiovisual equipment.
Responsible for the on-schedule courtroom broadcast of trials, motion hearings, and press conferences over the OMC Closed Circuit Television (CCTV) broadcast system to at least four locations within Guantanamo Bay and provide support to multiple locations in the Continental United States (CONUS).
Operates and schedules maintenance for cryptographic equipment and keying materials for secure Video Teleconferencing sessions.
Ensures all training manuals accurately reflect new technology installed in multiple OMC courtrooms Additional Information: U.S.
citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area.
If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care.
Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
Pay retention may be offered to successful applicants for positions at overseas locations.
