Full Job Description

As a Construction of Facilities (CoF) Portfolio Manager within the Design, Construction, and Demolition Branch, Offices of Strategic Infrastructure (OSI) Facilities and Real Estate Division (FRED), NASA Headquarters, you will support the Construction of Facilities Program.

You will be responsible for enabling project execution, tracking project health, and engaging with various Centers when risks arise.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Providing the oversight, integration, and execution of a large, complex portfolio of construction or infrastructure projects, such as managing funding, schedules, risks, and performance across multiple projects and stakeholders; Providing strategic oversight to include advising senior leadership on portfolio status, risks, and mitigation strategies, and delivering high-visibility reporting to executive stakeholders; Applying construction project management principles, policies, and regulatory frameworks (e.g., capital project planning, budgeting, contract administration, and lifecycle project execution) to construction of facilities projects.

  • Serves as the Construction of Facilities Portfolio Manager, providing Headquarters-level tracking to enhance oversight and insight into Center project execution and ensure compliance with NASA Procedural Requirement (NPR) 8820.
  • Communicates effectively with various levels of leadership to convey project status, risks, and issues and recommends actionable solutions to reduce program risk and improve performance outcomes.
  • Monitors and evaluates the health of Construction of Facilities projects across various Centers to identify potential budgetary, schedule, and technical risks; proactively engages with project teams to develop and implement mitigation strategies.
  • Collaborates across Centers to support an enterprise approach to the Construction of Facilities program by improving project quality, consistency, and alignment with Agency strategic goals in support of mission success.
  • Provides expert guidance, technical direction, and mentorship to multi-discipline teams and center personnel responsible for all phases of facilities and/or infrastructure development.
  • Coordinates with various stakeholders to develop solutions, prioritize funding allocations, and address project requirements throughout the implementation lifecycle.
  • Develops and maintains strong relationships with various stakeholders, including program and Center customers to ensure customer needs and requirements are met.
  • Manages or advises on large-scale capital programs or appropriations, including tracking execution, ensuring compliance with funding requirements, and supporting decision-making on resource allocation.
