Job Description

Summary

This job involves leading a team as a branch manager in government contracting for the Navy, handling everything from planning and negotiating deals to managing and closing out contracts for supplies and services.

It ensures all purchases follow strict rules to support naval programs.

A good fit would be someone with experience in procurement who enjoys overseeing teams and solving contract issues in a structured federal environment.

Key Requirements

  • At least one year of specialized experience at GS-11/12 level or equivalent in federal or private sector contracting
  • Demonstrated skills in managing full contract lifecycle: planning, solicitation, negotiation, administration, and close-out
  • Knowledge of federal acquisition regulations and compliance for procuring services, equipment, or materials
  • Ability to evaluate cost/price proposals and accounting systems
  • Experience serving as a contracting officer or representative for programs/customers
  • Meet DoD qualification standards for GS-1102 contracting positions (including education and Title 10 requirements)

procurement or contractual strategies, planning, solicitation, negotiations, administration) to ensure procurement or contractual obligations are in compliance with regulations governing the acquisition or procurement of services, equipment, or materials for an organization.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as the Branch Manager/Limited Warranted Contracting Officer within the Contracts Department responsible for oversight on all contractual procurement matters of the Branch.
  • You will oversee cradle to grave contracting through the planning, solicitation, negotiation, administration and close-out of all contracts, purchase orders, task orders, Basic Ordering Agreements (BOAs), grants, and other transactions.
  • You will solicit, evaluate, negotiate, and award contracts with commercial organizations, educational institutions, nonprofit organizations, and State or Local governments for furnishing supplies and services.
  • You will administer contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • You will evaluate cost or price proposals and accounting systems data.
  • You will serve as the day-to-day contracting representative for the assigned customers/programs with the responsibility to effect timely procurements while preserving the integrity of the contractual arrangements.
