Summary

This role involves providing legal advice on government contracts and procurement for the Defense Intelligence Agency, helping to navigate complex buying processes for defense and intelligence needs.

Expertise in Federal Procurement Law: Subject matter expertise in federal acquisition regulations (FAR), procurement statutes, relevant case law, and appropriations-related references, as well as the procedures governing bid protests, contract disputes, and claims resolution.

In-depth knowledge of the regulations, guidelines, laws, and directives relevant to procurement within the Department of Defense and Intelligence Community. 5.

Experience with the Federal Procurement Process: Demonstrated experience in all phases of the federal procurement process, including acquisition planning, contract formation, execution, and administration.

Demonstrated ability to deploy expertise in federal procurement law and fiscal law to support creative, efficient and effective procurement strategies, particularly with respect to the acquisition of technology and technological capabilities.

HIGHLY DESIRED SKILLS 1. Master of Law (LL.M) in Government Contract Law and 10 or more years of experience in the field of government contract law. 2.

Experience with (i) commercial licensing on behalf of and/or with the federal government, (ii) the DoD software acquisition process and the DoD Adaptive Acquisition Framework, (iii) training contracting professionals on all aspects of the federal procurement process, and (iv) using non-traditional acquisition vehicles, such as grants, cooperative agreements, and other transaction agreements.

In-depth understanding of the IC and ability to use that knowledge constructively in establishing goals and priorities and accomplishing work; ability to communicate complex legal concepts clearly and effectively to non-legal audiences, and build relationships of trust with clients, including senior leaders and stakeholders.
