Job Description

Summary

This role involves providing expert legal advice on government ethics and compliance within the Defense Intelligence Agency, helping to ensure that agency staff and operations follow federal laws and regulations.

Key Requirements

  • Expertise in Federal Ethics Laws and Regulations, including the Ethics in Government Act, Office of Government Ethics (OGE) guidelines, Joint Travel Regulations, gifts, and the Hatch Act
  • Five or more years of experience advising on government ethics issues, especially managing OGE Forms 450 and 278 compliance
  • Strong advisory and communication skills to explain complex legal concepts to non-legal audiences and build client trust
  • Demonstrated promotion of DIA core values such as teamwork, integrity, excellence, service, diversity, critical thinking, collaboration, and information sharing
  • Ability to analyze situations from a multi-disciplinary perspective, considering various client interests and impacting factors
  • In-depth understanding of the Intelligence Community (IC) to set goals, priorities, and accomplish work effectively
  • Experience training personnel and contracting professionals on government ethics aspects (highly desired)
  • Leadership experience in teams providing ethics and/or compliance services (highly desired)

Knowledge of Federal Ethics Laws and Regulations: Subject matter expertise in the regulations, guidelines, laws, and directives relevant to ethics within the Department of War and Intelligence Community, from the Ethics in Government Act to regulations from the Office of Government Ethics (OGE), as well as dealings with industry, travel (familiarity with the Joint Travel Regulations), gifts, and political activities by government officers and the Hatch Act.

Advisory and Communication Skills: Ability to communicate complex legal concepts concerning ethics and compliance clearly and effectively to non-legal audiences and build relationships of trust with clients who face ethical issues.

HIGHLY DESIRED SKILLS 1.

Five or more years of experience advising on government ethics issues, including experience managing an agency’s compliance with Office of Government Ethics reporting requirements, particularly OGE Forms 450 and 278.

2. Experience training agency personnel and contracting professionals on all aspects of government ethics. 3.

Experience leading teams, including specifically teams providing ethics and/or compliance services. Major Duties:
