Job Description

Summary

This role supports the human resources manager in a federal prison system, handling tasks like staff recruitment, employee benefits, labor relations, and disciplinary procedures to keep the workforce running smoothly.

It also involves advising prison leaders on HR matters and contributing to security by following correctional protocols.

Ideal candidates are experienced HR professionals with a background in government settings who enjoy guiding teams and solving people-related challenges in a high-stakes environment.

Key Requirements

  • For GS-11: Ph.D., equivalent doctoral degree, 3 years of graduate education leading to a doctorate, or LL.M. in a related field, demonstrating relevant knowledge and skills

To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills and abilities necessary to do the work of the position.

GS-12: There is no substitution of education for specialized experience for this position.

OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.

To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are: GS-11: Experience assisting and guiding others in the management of various personnel programs within a federal government agency.

Experience participating in labor management relations, negotiations and advising management officials on labor related issues.

Knowledge of various hiring methods, position classification, compensation and employee benefits to effectively advise management, staff and applicants.

Experience advising staff and local management officials on disciplinary and adverse actions.

GS-12: Comprehensive knowledge of various federal personnel programs in order to respond to high level inquiries, communicate information and keep others abreast of technical communications.

Experience in handling complex labor management relations issues, negotiations, applying a variety of employment laws and advising supervisors and managers on labor related issues.

Experience leading a human resource operation in federal government and performing functions related to position classification, compensation, recruitment and placement, employee relations and benefits.

Experience in responding to inquiries regarding the interpretation or instructions of laws, regulations and policies.

OR Combination of Education and Experience: GS-11: Combination of qualifying education and experience.

**Your eligibility for consideration will be based on your responses to the questions in the application Major Duties:

Assists the Human Resource Manager (HRM) in supervising Human Resources Specialists in the areas of local labor management, disciplinary and grievance procedures, staffing (recruitment, requesting certificates of eligibles, interviewing and pre-employment processing), classification, employee benefits, workforce projections, pre-employment, the performance evaluation and incentive awards programs, time and attendance, leave administration and compensation.

Assists in the review of program areas to ensure regulatory requirements are met.

Participates with management officials in the formulation, implementation and evaluation of policies, procedures and programs including the strategic planning process.

As an expert in human resources, may be called upon to provide advisory services to the Associate Wardens and/or Wardens.

Along with all other correctional institution employees, AHRM is charged with responsibility for maintaining security of the institution.

The staffs correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.
