Note: Actual salary includes locality pay (15-40%+ depending on location).
This temporary role involves evaluating candidates for Foreign Service positions, reviewing their qualifications, and analyzing the fairness and effectiveness of the selection process within the Department of State.
It supports the recruitment of diplomats and specialists by providing expert advice on policies and procedures.
A good fit would be someone with strong analytical skills and experience in human resources or government hiring, particularly in international affairs.
These are TEMPORARY, INTERMITTENT positions located in the Bureau of Personnel and Training, Office of Talent Acquisition, Board of Examiners (PERT/TAC/BEX).
The incumbent serves as an Assessment Analyst with responsibility for assessing and evaluating Foreign Service generalist and specialist candidates and for providing expert advice and support on special projects, initiatives and/or analyses related to the Foreign Service selection process.
This posting is for up to six (6) vacancies. Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: EXPERIENCE evaluating and recommending candidates for placement in accordance with the Foreign Service Selection Process.
EXPERIENCE applying employment laws, regulations, policies, and human resources staffing practices and procedures to Foreign Service recruitment.
EXPERIENCE applying the practices and techniques for conducting Foreign Service recruitment, examination selection, and candidate placement and identifying issues or areas for improvement.
There is no substitute of education for specialized experience for the GS-13 position.
To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position. Major Duties:
