Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is an Architect GS-0808-12 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District, Tulsa, Oklahoma.

Specialized Experience: One year of specialized experience which includes: 1) Developing or reviewing detailed architectural designs and specifications, with a focus on the technical integration and performance of building enclosure systems (e.g., roofing, air/vapor barriers, cladding, and waterproofing); AND 2) Performing technical reviews of project designs, drawings, OR construction submittals (e.g., shop drawings, product data) to ensure compliance with applicable criteria (e.g.

construction contract documents, building codes, Unified Facilities Criteria, Engineering Regulations, design intent, etc.); AND 3) Coordinating architectural designs with multi-disciplinary engineering/construction teams to identify and resolve design/construction conflicts.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below: Major Duties:

• Serves as the architectural QA lead, performing authoritative reviews of contractor submittals and shop drawings for architectural systems with emphasis on building enclosure systems (roofing, waterproofing, cladding) to ensure contract compliance.
• Conducts frequent site inspections and field investigations to verify construction is compliant with the approved architectural design. Identifies installation deficiencies and directs corrective actions to ensure quality and contract compliance.
• Leads the resolution of complex architectural field issues by coordinating with contractors and design teams to develop effective solutions for unforeseen site conditions.
• Provides technical oversight for the Building Enclosure Commissioning (BECx) process, reviewing commissioning plans, witnessing field performance testing of enclosure systems, and validating final reports to ensure performance criteria are met.
• Reviews and validates contractor submittals for compliance with project sustainability requirements.
• Serves as the architectural subject matter expert during BCOES reviews, analyzing final designs to identify risks and provide recommendations to improve the constructability and long-term performance of architectural systems.
• Develop general and detailed drawings, design analyses, computations and calculations, and technical specifications for assigned Sustainment, Restoration, and Maintenance projects.
• Closely coordinates architectural features with other design disciplines on each project to ensure that architectural designs are fully compatible with other engineering features of projects.
• Perform detailed architectural review of assigned military project designs.
• Provide architectural input to Technical Managers, Project Managers, Section Chief, and customers on project scope, time, cost and quality issues to meet customer and/or partner expectations.
• Visit the sites of proposed or existing projects to gather and/or interpret design data, assist in the interpretation of plans and specifications and, when requested, to recommend revisions to design documents to accommodate changed field conditions.
