Job Description

Summary

This job involves investigating reports of harassment among employees in the Department of Defense Education Activity, analyzing claims, gathering evidence, and recommending actions to leaders.

It also includes guiding staff on procedures, tracking cases electronically, and delivering training on anti-harassment policies.

About the Position: This position is with the Department of Defense Education Activity's Human Resource Division, Management & Employee Relations Branch located in Alexandria, Virginia.

Specialized Experience: One year of specialized experience which includes: Conducting administrative investigations or inquiries into allegations of federal civilian employee inappropriate conduct.

Developing investigation plans and tracking case progression for alleged employee misconduct. Identifying witnesses and developing interrogatories supporting or opposing inappropriate conduct findings.

Determining, evaluating, and weighing evidence against appropriate standards for conduct investigations or inquiries.

Preparing conduct investigation reports detailing analysis, findings, and providing recommendations to leadership.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Major Duties:

  • Planning and conducting investigations into complex, sensitive, and high-profile harassment allegations affecting DoDEA employees worldwide.
  • Conducting an initial analysis of the allegations to understand the nature and severity of the claims.
  • Providing case-specific and standard operating procedure (SOP) guidance to management and employees conducting harassment-related inquiries.
  • Assisting with developing and maintaining an electronic system for tracking allegations.
  • Prepares and delivers training sessions and briefings on anti-harassment functions and the Anti-Harassment Program's mission to DoDEA employees.
  • Applying extensive knowledge of DoD/DoDEA policies, statutory requirements, and relevant case law as it pertains to the Anti-Harassment Program
