The role of the Air Quality Program Specialist at the Pennsylvania Department of Environmental Protection (DEP) is vital in the development and revision of regulations that ensure compliance with national ambient air quality standards. Requirements
In this position, you will be responsible for maintaining an up-to-date understanding of all pertinent air quality issues and topics. This includes conducting thorough research, preparing comprehensive briefing materials, and formulating recommendations that align with the interpretations of relevant Federal and State laws, regulations, policies, and judicial decisions pertaining to the enforcement of the Clean Air Act and the Pennsylvania Air Pollution Control Act, along with their associated regulations.
Additionally, you will provide essential technical, editorial, and administrative support while assisting in the management of the Environmental Protection Agency's regulatory and state implementation plan programs and procedures. Your role will also involve acting as a liaison between the EPA Region 3 Air Protection Division and the Department of Environmental Protection (DEP) to ensure that any revisions to the state implementation plan submitted for EPA approval are both administratively and technically sound.
Furthermore, you will offer technical assistance to the DEP's legal team as needed, reviewing legal documents such as Consent Decrees and court rulings to assess their implications for program operations. Coordination will be key, as you will work closely with air program staff from both central and regional offices, legal personnel, environmental coordination teams, other Commonwealth agencies, and EPA staff throughout the development and implementation of SIP revisions or regulations.

Work Schedule and Additional Information:
- Part-time employment
- Work hours will vary between 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Job Share position: Week 1 - 22.5 Hours , Week 2 - 15 Hours
Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week.
In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Two years of experience as an Air Quality Specialist (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);
or
- One year of experience as an Air Monitoring Program Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);
or
- Three years of professional work in the control and abatement of air pollution and a Bachelor's Degree in Biology, Chemistry, Physics, Engineering, or an environmental field closely related to Air Quality Management; or
- An equivalent combination of experience and/or training.
Special Requirement:- This position requires possession of a valid Pennsylvania driver's license.
