The primary purpose of this position is: To serve as the administrative specialist for the Command Integration Center, Operations and Communication Directorate at the Major Command (MAJCOM)level.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Example of specialized experience includes: 1) working with administrative concepts, principles and practices sufficient to foresee problems and independently perform studies designed to evaluate procedures/processes; (2) working with developing new or modified work methods, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and policies, and automating work processes for the conduct of Task Management and Workflow program operations; (3) working with policies and command program goals and objectives, the sequence and timing of key operational events and milestones; and (4) working with Task Management Tool (TMT) software and various office automation software programs (Word, Excel, Access, PowerPoint), and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D.

degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effective of program operations to devise organization structuring option for complex, diverse organizations.

Skills in the interpretation, application and implementation of DoD, AF, AETC and local instructions, concepts, procedures, guidance, and policy, concerning numerous installation missions, operations, and support programs.

3. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy; resolve complex issues and maintain good working relationships. 4.

Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards ownership of their objective without imposing personal bias.

Ability to conduct research, analyze a wide variety of programs/policies/procedures, evaluate program effectiveness/efficiency, recognize problems/weaknesses/issues/constraints, and impacts on other programs, summarize results, make appropriate recommendations/changes, and develop short term and long range administrative and management support plans, and to summarize results, and make appropriate recommendations.

Ability to locate, assemble and compose information for reports, inquiries, and non-technical correspondence using various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, database and graphs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as the administrative specialist in support of the Command Integration Center Chief.

Establishes, develops, and maintains effective working relationships with divisions in the directorate and across the AETC staff.

Applies AF and MAJCOM Task Management and Workflow experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a MAJCOM level organization.

Uses quantitative and qualitative analytical techniques, knowledge of automation and applications of management processes and techniques to improve administrative support systems and assigned programs.

Performs a full range of executive administrative specialist duties.

Plans, schedules, and conducts a wide variety of analytical studies and projects related to administrative improvement, productivity improvement, management controls, and long-range planning.

Plans, organizes and supports the administrative actions of orders processing.

Provides comprehensive administrative direction and support for the development and operation of command-wide orders processing functions and activities.
