The Administrative Officer serves as the principal assistant to the Chief and Manager of Pathology and Laboratory Medicine (PLM) Service on administrative matters at the VA Central California Health Care System (VACCHCS) in Fresno, CA.
The Administrative Officer's primary responsibility is to develop and direct the administrative programs in PLM Service in order to meet the needs of VACCHCS.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests administrative requests which may include recruitment, promotion, reassignment, and disciplinary actions.
NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment..
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Major Duties:
Major duties include: Principal responsibility to assist the Manager of PLM Service in fulfilling the administrative functions of the Service and works closely with the Manager of PLM Service in supporting the development and enhancement of operations of the Service.
Coordinates the design, implementation, modification, and maintenance of quality management and risk management and administrative programs.
Interpreting administrative policies, developing and defining administrative requirements, providing advice on administrative systems and preparing administrative paperwork.
Develops supporting documentation in the recruitment process, and coordinates with managers to update position descriptions.
Develops the need for and maintains an awareness of available resources, and makes recommendations to P&LM Service management regarding needs, distribution or redistribution of these resources.
Responsible for formulation and execution of annual budget including reagents, supplies, equipment and all other general operating expenses.
Participates in developing policies and plans for the service by coordinating the administration needs of the organization(s) for which he/she is accountable.
Leading participant in administering programs concerning such matters as staffing, recruitment, equal opportunity, merit promotion, contracts and position management.
Provides personnel management and administrative support to P&LM Service. Provides human resource advisory services to managers and supervisors, and performs related functions.
Reviews, analyzes and interprets incoming personnel management requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Administer the internal review, quality, and productivity initiatives for the organization.
Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: This position may be authorized for telework on a limit ad hoc basis. Telework eligibility will be discussed during the interview process.
