The primary purpose of this position is to serve as the 505th Test and Training Group Commander's Administrative Specialist for military issues such as performance reports, promotion recommendation folders and military/civilian decoration programs.

Examples of specialized experience includes: Utilizing organizational functions and structures to perform studies/analyses that leads to changes and improvements in a variety of administrative processes; applying analytical and evaluative techniques to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes/trends; and recognizing/analyzing problems, conducting research, summarizing results and making recommendations for improvements or solutions.

OR EDUCATION: Must have a master's degree or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related.

(NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements are at least 100%.

(NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the organization's operations, programs, objectives, functions, structure and procedures, and goals and related functions and resources.

Knowledge of basic principles of management and organization, including standardized administrative practices and procedures to conduct studies of administrative work processes to identify, analyze and recommend solutions to increase productivity and accuracy regarding staff actions and administrative processes for the group.

Knowledge and skill in applying analytical and evaluative techniques to gather, assemble and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends.

Knowledge and understanding of writing, editing, and processing military performance reports, promotion recommendation forms and decorations, both military and civilian.

Knowledge of grammar, writing, editing practices and style requirements. Ability to communicate effectively orally and in writing.

Ability to work under pressure to meet critical deadlines, deal with others effectively, and plan and organize work in an office with multiple priorities and projects while dealing with others effectively.

Knowledge and skill to coordinate work of the office with other offices. Ability to use office automation tools and techniques to support officer operations; must be a qualified typist.

Skill in using a networked computer system and various software packages in a windows environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as the Executive Administrator for the Commander and, as such, as a liaison between the Commander's office and subordinate organizations regarding all administrative management functions.

Plans, manages, and organizes the group's organizational arrangement and workflow for the military performance reports, military/civilian decorations and recognition programs.

Accomplishes a variety of staff studies and reports concerning Group support effectiveness and efficiency to provide data required in current and future plans and operations and in response to requirements imposed by higher headquarters.

Maintains the Group CC's, two CDs' and SEM's daily calendar, making appointments and arranging meetings, based on a personal knowledge of the supervisor's schedule and current issues.
