The Human Resources (HR) Department has an opportunity for an Administrative Services Analyst I/II – CE to support the Finance Division in Riverside. This is a fast-paced, high-volume role critical to keeping County operations running smoothly.


The Administrative Services Analyst I/II – CE will be responsible for supporting Purchasing and Contracts by maintaining service levels and assisting with increasing procurement complexity across County departments.

This position is critical to County operations, supporting 150+ active contracts and managing an average of four competitive solicitations annually, along with contract amendments, renewals, compliance monitoring, and audit support.


The Administrative Services Analyst role is essential to ensuring compliance, efficiency, and risk mitigation in the County’s procurement and contracting processes.

This position provides specialized expertise in navigating complex purchasing and contracting requirements governed by County, State, and federal regulations.


The scope of work includes, but is not limited to, the following:

  • Regulatory Compliance & Risk Management: The County operates under stringent procurement laws and audit standards. This position ensures adherence to these regulations, reducing exposure to legal, financial, and operational risks.
  • Technical Guidance & Departmental Support: Departments rely on expert advice for procurement methods, contract execution, and compliance.
  • Competitive Solicitation & Contract Administration: Managing Requests for Quotes (RFQs), Requests for Proposals (RFPs), bids, and amendments requires specialized knowledge to maintain fairness, transparency, and fiscal responsibility. This position safeguards the integrity of competitive processes.
  • Audit & Policy Alignment: Regular contract reviews and monitoring are essential to address audit findings and maintain policy compliance. This role ensures timely corrective actions and continuous improvement.
  • Coordination & Timely Outcomes: Acting as a liaison with County Purchasing, the ACO, County Counsel, and departments, this position ensures procurement actions are completed accurately and on schedule, supporting operational continuity and service delivery.


The ideal candidate will possess experience thriving in a high-paced, high-volume environment, working effectively as part of a high-functioning team, with exceptional time-management skills and the ability to navigate competing demands.

Four years of experience in purchasing and contracts is highly desired.


Administrative Services Analyst I - CE is a natural progression underfill for the Administrative Services Analyst II - CE. Incumbents are eligible to promote to Administrative Services Analyst II - CE after obtaining one year of experience as an Administrative Services Analyst I - CE, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements.

The Administrative Services Analyst II - CE is not a natural progression underfill to the Administrative Services Supervisor or the Administrative Services Officer.

Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.


The level at which the position will be filled is at the Department's discretion and depends on the candidate's experience and qualifications.


Salary Range

Administrative Services Analyst I - CE: $59,228.99 - $78,572.67 Annually

Administrative Services Analyst II - CE: $71,920.21 - $95,465.91 Annually


At this time, the position offers the opportunity to telework based on business need. This role requires employees to report to the office at least three times per week and may be required to attend additional in-person meetings as needed. Telework arrangements are subject to change at the department’s discretion.

Requirements

• Plan, coordinate and conduct studies of administrative, operational and facilities management activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow and space utilization.

• Develop reports and recommendations for appropriate action based on the analysis of gathered data.

• Prepare or assist in the preparation and/or review of budgets.

• Analyze need for budget items requested to determine whether or not items are justifiable based on program objectives and priorities.

• Examine and make recommendations for the transfer of funds; review financial data on an on-going basis to ensure conformance with established guidelines.

• Recommend and establish contract forms and procedures; monitor adherence to contract terms.

• Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation.

• Upon request, develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures.

• Coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.

• Participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.

• May direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of standard tasks.

Qualifications

ADMINISTRATIVE SERVICES ANALYST I - CE
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: One year of specialized experience in purchasing, contracts, or procurement.

OPTION II

Experience: Four years of paraprofessional experience in an administrative capacity, including at least one year of specialized experience in purchasing, contracts, or procurement.

OPTION III

Experience: One year of experience as an Administrative Services Assistant with the County of Riverside, including at least one year of specialized experience in purchasing, contracts, or procurement.

ADMINISTRATIVE SERVICES ANALYST II - CE
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: One year of professional experience in an administrative capacity, including at least one year of specialized experience in purchasing, contracts, or procurement.

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Two years of paraprofessional or technical experience in an administrative capacity, including at least one year of specialized experience in purchasing, contracts, or procurement.

OPTION III
Experience: One year as an Administrative Services Analyst I with the County of Riverside, including at least one year of specialized experience in purchasing, contracts, or procurement.

ALL OPTIONS
Experience: One year of specialized experience in purchasing, contracts, or procurement.


Knowledge of: Principles of administration, organization and management necessary to analyze and evaluate operations, services and programs; principles and practices of fiscal management and/or budgetary control; grantsmanship; basic elements of supervision; contract monitoring.

Ability to: Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form.
