The Administrative Officer (AO) provides consultative and administrative support to the Connected Care Service and Chief, Connected Care Service as needed, and to provide effective liaison for administrative activities so that daily operations are handled expeditiously.
This includes support for issues affecting patient care, strategic planning, organizational culture, scheduling and front desk, budgetary activities, and education and training.

Time-In-Grade Requirement for GS-07: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.

You may qualify based on your experience and/or education as described below: To qualify for this position at the GS-07 level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning agency personnel processes and procedures; experience using office automation programs such as word processing spreadsheet, graphics, and desk top publishing; and coordinating with management to control purchasing and use of supplies.
Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successful completion of one (1) full year of graduate education.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.
Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must possess the equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.

To qualify for this position at the GS-09 level, you must meet one of the following: Specialized Experience: For the GS-09 you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Preferred Experience: Utilizing Cerner reports to collect and analyze data, knowledge of medical terminology, experience with payroll, knowledge of Columbus VA's policies and standard operating procedures.
Physical Requirements: The work is mostly sedentary. Typically, the employee may sit comfortably to do the work.
Most of the work involves sitting but walking, bending, standing or carrying (medical records up to 10 pounds) may be required. There is extensive use of a computer and phone.
The position may be stressful due to the scope of the position and the complexity of the clinical service.

Major Duties:
The Administrative Officer (AO) serves as the principal advisor to the Chief, Connected Care service.
The AO participates in the overall administrative, operational management, decision-making, policy development and resource allocation and utilization for the Service.
Duties include, but are not limited to: Works independently and closely on a day-to-day basis with the Chief, Connected Care Service in planning, identifying, resolving, and implementing complex management programs and policies related to the operation of the Connected Care Service.
Plans and/or accomplishes special projects, using standard approaches to perform a variety of duties related to special projects involving administrative or supportive issues and conducts extensive research and compilation of data from diverse sources.
Incumbent is the primary liaison between Human Resources and Connected Care Service.
Responsible for maintenance and oversight of personnel files on each Connected Care employee which includes Agency required standards as well as confidential documents related to compensation, medical accommodations and disciplinary actions.
Coordinates training for new employees for patient scheduling and makes necessary arrangements for the training to occur.
Assures that new employees have all the software access needed to schedule patients.
Tracks and trends budget data on a quarterly and yearly basis, reporting to Chief of Connected Care, VISN Connected Care Lead, Chief Financial Officer, Medical Center Director and other stakeholders.
Formulates, presents, executes, and analyzes organizational budgets. Evaluates financial trends, and determines compliance with local and national budget, PBM, and agency guidance.
Responsible for working with the Chief, Connected Care and the Nurse Manager of Connected Care and supervisors to assure that all boarding actions are initiated in a timely manner for all new Connected Care staff and maintains copies of all completed board actions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
