Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07 and for GS-11 you must have served 52 weeks at the GS-09..
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below: Grade Determination for GS-09: You must have one year specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying advanced analytical and evaluative methods and techniques to issues or functions related to office administration, knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations within the Supply Chain Management Service (SCMS) and Prosthetics and Sensory Aids Service (PSAS); knowledge of purchasing, supply and property management, records management, financial and budget management, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls; knowledge of personnel management/administration, budgeting and financial management, procurement and contracting, property management, and supplies in order to coordinate all administrative work of the service; knowledge of pertinent laws, which include the Privacy Act of 1994, HIPAA, VA statutes, regulations and precedent policies and the Joint Commission guidelines; knowledgeable about and/or uses Microsoft (MS) Word, MS Excel, MS PowerPoint, MS Access, and MS Outlook programs with intermediate to advanced facility and skill.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B.
or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of 6 months of specialized experience and education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level.

Examples of specialized experience would typically include, but are not limited to: applying advanced analytical and evaluative methods and techniques to issues or functions related to office administration, knowledge of pertinent laws, regulations, policies and precedents which affect administrative operations within the Supply Chain Management Service (SCMS) and Prosthetics and Sensory Aids Service (PSAS); Extensive knowledge of management analysis principles and concepts; a thorough knowledge of the agency's mission, functions, goals and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations in order to conduct studies and evaluations regarding medical facility operations and activities; Comprehensive knowledge and experience with a wide range of qualitative and quantitative methods for assessing and improving the cost effectiveness of administrative programs, methods used to implement complex management processes and systems, administrative policies, regulations, directives and principles used to administer VHA programs, data management techniques, statistical analysis, relationships between different VHA programs, computer applications, customer service principles; extensive knowledge and understanding of management principles, practices, methods and techniques to integrate management services in SCMS and PSAS; skills to plan, organize, and direct a team and to negotiate effectively in order to advocate for the service, acquire required resources, and implement initiatives which involve substantial use of resources and changes in established procedures.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree; LL.M., if related.
OR, Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of 9 months of specialized experience and education in excess of the first two years (36 semester hours) of graduate education may be used to qualify applicants for the GS-11 level.
The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Major Duties:
Major duties include but are not limited to: Developing and directing all administrative functions for SCMS and PSAS.
Serves SCMS and PSAS in a capacity that facilitates the administrative requirements and program functions involved to ensure efficient and accurate program functionality.
Provides direct line administrative oversight to all services provided by the department.
Independently plans and conducts surveys and studies of operations within the service for the purpose of evaluating administrative methods, procedures, workflow, personnel utilization, organization, communication, planning, training, arrangements of space, and equipment utilization.
Analyzes the data in order to recommend courses of action or changes which will improve the continuity of services or improve the economy of operations.
Vast knowledge of all operating protocols of the healthcare system.
Work Schedule: Full-Time, Monday - Friday, 7:30am-4:00pm Position Description/PD#: Administrative Officer/PD145630 and PD145620 Telework: AD-HOC as determined by the agency policy.
Physical Requirement: The work is generally sedentary and requires some carrying of light items such as notebooks and papers. No excessive physical demands are required.
