Full Job Description

This Administrative Officer position is in the Emergency Services department at the VA Boston Healthcare System located at West Roxbury, MA.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-9 position, you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: Possess one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: run data analysis reports to present in many committees/work groups; provide oversight/management of contractual duties to include but not limited to: equipment purchases, equipment inventory, and the prioritization of equipment needs; recommend improvements in program operations to promote efficiency and cost savings; demonstrate resourcefulness in the analysis of data in solving the management and clinical application problems assigned for review; conduct studies, monitor reports, and analyze workload data using a wide range of methods and procedures; perform surveys of manpower, budget, and space authorization and makes recommendations to management; provide basic quantitative and qualitative analysis and evaluation concerning the effectiveness of programs and procedures; plan and conduct special projects or studies to analyze, evaluate, and provide recommendations on administrative issues; research and analyze straightforward problems, issues, or program requirements; determine pertinent issues and collects relevant information from a variety of sources; implement, modify, and troubleshoot applications; determine user needs; develop acquisition plans and computer applications; and train other staff when appropriate.

OR Education: Possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Degree must be relevant to the position to be filled. Completion of graduate level education is qualifying if it provided the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

OR Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.

(When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) The following is an example of how education and experience may be combined.

This is an example only, and is not all-inclusive. The position to be filled is a Administrative Officer, GS-0341-9.

An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education.

The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7.

Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position.

(The applicant's first year of graduate study is not qualifying for GS-9.) Major Duties:

The incumbent serves as the Administrative Officer (AO) to the Chief of Emergency Services.

The incumbent assesses issues that affect multiple organizational units in both administrative and clinical areas and develops recommendations to address problems.

The incumbent provides administrative support, technical assistance, special project coordination, and completing special assignments for the Chief of Emergency Services.

Major Duties: Formulates the budget for Emergency Services Service working closely with the three emergency services locations and monitoring the budget throughout the year.

Manages the personnel management in Emergency Services, including but not limited to: recommending or approving appointments, advising section chiefs on staffing, and coordinating with Human Resources; preparing position descriptions, functional statements, scope of work/practice, performance appraisals; and reviewing pay for performance and awards.

Oversees the management of FTEE in Emergency Services and the development and maintenance of the organizational chart along with a number of other taskings through the VA Human Resources software programs to include but not limited to: e-BOS, e-Performance, HR Manpower, HR Smart, and HR help desk.

Provides oversight/management of contractual duties to include but not limited to: equipment purchases, equipment inventory, and the prioritization of equipment needs.

Serves as the approving official for all requests for new equipment and the turn-in of equipment is no longer required.

Oversees the annual inventory of equipment for Emergency Services and ensures accuracy of records.

Manages the credentialing and privileging programs in the Emergency Services, providing oversight and the management of data collection activities regarding Pay for Performance, Clinical Privileges - Ongoing Professional Practice Evaluations/Focused Professional Practice Evaluations.

Conducts evaluations and Health Information Management Committee audits, making changes as necessary.

Acts as the chief healthcare information officer for emergency services, utilizing various software programs including but not limited to: VSSE, Power BI, and internal tools.

Runs data analysis reports to present in many committees/work groups.

Creates presentations and recommends solutions based on thorough analysis and application of accepted management or statistical principles including trending and statistical process control.

Recommends improvements in program operations to promote efficiency and cost savings.

Demonstrates resourcefulness in the analysis of data in solving the management and clinical application problems assigned for review.

Conducts studies, monitors reports, and analyzes workload data using a wide range of methods and procedures.

Provides basic quantitative and qualitative analysis and evaluation concerning the effectiveness of Emergency Service programs and procedures in meeting established National and VISN goals, measures, and objectives.

Plans and conducts special projects or studies to analyze, evaluate, and provide recommendations on administrative issues.

Researches and analyzes straightforward problems, issues, or program requirements. Determines pertinent issues and collects, relevant information from a variety of sources.

Work Schedule: Day shift Ad Hoc Telework: Telework that occurs on an occasional, non-routine basis.

Telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time.
