This Administrative Officer position is in the Environmental Management services at the VA Bedford Healthcare System, located at the Bedford, Massachusetts, location.
This is a permanent, full-time position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of administrative regulations and operating procedures plus skill in applying fact finding and work measurement techniques to evaluate clerical and administrative processes.
Knowledge and skill in applying analytical techniques and evaluative methods to resolve issues or problems of a procedural nature.
Skill in evaluating and recommending ways to improve the utilization of available resources and improve administrative management services.
Skill in the identification, analytical reasoning and the resolution of problems associated with budget, manpower and personnel as a result of special studies and projects to evaluate, provide guidance, justify expenditures/changes, and initiate corrective action and report program requirements.
Knowledge of hospital administrative principles, theories and practices is required, as well as skill in applying this knowledge to the position and problems encountered on the job.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B.
or J.D., in a related field of the position to be filled.
Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

You must have an combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements.

Major Duties:
The primary purpose of the position is to serve as the Administrative Officer (AO) for the Environmental Management Service (EMS) and is responsible for the coordination and monitoring of all Environmental Management Service administrative programs.
The duties include (but are not be limited to) coordination of surveys and reports, performance improvement activities, policy development, budget and financial management, procurement and contracting, statistical and other administrative functions.
Duties include but are not limited to the following: Provides advice and counsel on a range of straightforward administrative and operational management support issues, procedures, and policies.
Attends meetings with site team members along with Chief/Assistant Chief, Environmental Management Service.
Works collaboratively on a day-to-day basis with service leadership in planning, identifying, resolving, and implementing complex management programs and policies relevant to the mission and operation of the health care system and its' affiliates.
Provides for the various reporting schemes and for ensuring regulatory and/or agency requirements are met.
Serves as the Environmental Service Representative overseeing the full range of human resources requirements for the organization.
Implements policies and procedures to instill best practices and ensure ethical regulatory compliance.
Serves as the principal advisor and resource person to the Chief and Assistant Chief of Environmental Service.
Keeps management advised on personnel allocations, vacant positions, and status of recruitments. Writes position descriptions and performance standards for the office positions.
Assures completeness, accuracy and adequacy of documentation and alerts supervisors and employees when further action must be taken.
Assists with budget formulation, justification, and execution; financial management; and financial reporting.
Assists in the initiation and preparation of procurements to secure adequate resources to facilitate operations. Work Schedule: Full-Time, Mon-Fri, 07:00am-3:30pm. Compressed/Flexible: Not Available.
