About the Position: This position serves as an Administrative Officer that assists in the operation of the Directorate of Emergency Services (DES) by performing administrative functions such as budget, records management, travel, reports control, supply, training, personnel, awards, and performance management.

(GS-09) SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) reviewing correspondence, briefing slides, and related materials within an organization; 3) assisting with the plans for organizational structure, staffing of personnel, budget, and training requirements within an organization.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Organizational Management, or Organizational Leadership.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).

Major Duties:

  • Assists with plans for the organizational structure, staffing of personnel, budget, and policy issues of all divisions within the Directorate of Emergency Services. (DES).
  • Conducts analysis and provides advice and assistance to the supervisors in identifying resource needs and their resource allocation.
  • Performs overall management of the DES Incentive Awards Program.
  • Reviews all correspondence requiring the supervisor’s signature or approval for overall quality of the document.
  • Monitors training requirements and ensures requested training meets regulatory requirements.
