Job Description

Summary

This job involves leading administrative operations for a Navy command, handling everything from personnel paperwork and security clearances to managing budgets and training programs.

You'll advise senior leaders and ensure smooth day-to-day support for both civilian and military staff.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience and possess working knowledge in administrative support functions such as directives, correspondence, forms, mail, evaluations, data storage and retrieval, reports, orders, travel, and government purchase card/travel card management experience for civilian and military personnel.

Experience and possess working knowledge on implanting Command policy and procedures affecting all aspects of personnel and information system security.

Experience performing all aspects of supervision, planning and assigning work, and setting priorities.

Experience developing training plans, performance plans/assessments and Individual Development Plans. Experience developing and managing recall bills, personnel charts, and muster reports.

Experience and able to provide briefs related to Command Security and ensure all current/prospective employees (civilian and military) are properly cleared for access to classified material.

Experience and possess working knowledge of DPAS for ensuring all equipment is properly entered and inventoried within the given timeframe.

Experience managing Command OPTAR to include purchasing, completing logs, and completing monthly reconciliation reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will serve as Administration Division Head and Advisor to the Commanding Officer, participating in meetings/coreferences. with the Commanding Officer, Director and other Division Heads regarding administrative matters.
  • You will develop, monitor and coordinate administrative projects, researching applicable instructions, collecting and compiling data, investigating all pertinent sources of information both within and outside the command.
  • You will finalize actions in the form of written reports, orders, packages, plans point papers and correspondence.
  • You will serve as the Unit point of contact for all questions or issues regarding Unit administrative programs and ensure administrative program effectiveness.
  • You will evaluate current administrative requirements and make recommendations on policy changes, improvements and responsibilities.
  • You will develop and manage Command Recall Bill, Personnel Chart, Muster Report and Manpower documents, Sponsor Program, New Check-In and Check-Out Procedures and Clearance Requests via Joint Personnel Adjudication System (JPAS).
  • You will perform and supervise clerical and administrative functions for NMCLANT Unit Norfolk (Unit Norfolk) including awards, security clearances, evaluations, training, civilian time sheets and professional development.
  • You will manage command onboarding/orientation program for newly reported personnel, develop, monitor and coordinate Command Equal Employment Opportunity (EEO) program.
