Full Job Description

Employee will be assigned to the Specialty Care Service Line, VA Central Iowa Healthcare System, Des Moines, IA.

The primary purpose of the Administrative Officer is to provide administrative and clinical support to the Associate Chief of Staff (ACOS) for Specialty Care and Chief of Nursing for Specialty Care as part of the service line leadership triad.

SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position.

To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service.

Specialized experience includes: coordinating the administrative functions of a program/project involved with planning, staffing, directing, and budgeting; gathering and analyzing data; providing resource management in the areas of supplies/space/equipment; serving as a human resources liaison; and utilizing a variety of computer applications to prepare correspondence and reports.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B.

or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Major Duties:

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Administrative: Provides operational oversight of administrative and clinical programs within Specialty Care, which includes disparate practice areas with distinctive legal and regulatory requirements.

Provides strategic direction for the service line by aligning program and initiatives with organizational goals and clinical priorities.

Manages resources including staffing, workflow, equipment, and space utilization to support optimal patient care and operational excellence Ensures compliance with organizational policies, procedures, and regulatory requirements.

Collaborates with ACOS to analyze financial performance and identity areas for improvement.

Recommends and influences policy development at the service line, facility and other levels through interpreting and advising on administrative guidelines, policies, and procedures.

Interpret legislation, directives, handbooks, accreditation requirements, legal documents and precedents.

Develops proposals, as well as evaluate outcomes, for cooperative programs with other service lines and institutions, developing and coordinating new initiatives for Specialty Care.

Leads and/or represents the service line on local and network committees and task forces.

Analytical: Collects and analyzes data to support strategic and tactical planning, equipment planning and procurement, and cost management studies.

Assesses current programmatic requirements as set forth by state, federal, and accrediting bodies to design and implement quality clinical services in compliance with regulations, laws, accepted business practices, and allotted budget.

Oversight: Provides technical and administrative support to a unit of program analysts, program support assistants, time and leave clerks, and administrative support staff.

Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates the work performance of subordinates.

Advises, counsels, and instructs employees on both work and administrative matters.

Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions.

Recommends training and approves leave for all staff and supervisors within the service line. Performs other related duties as assigned. Work Schedule: Monday - Friday, 7:30am - 4:00pm.
