Full Job Description

The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Central Iowa, VA Medical Center (VAMC) in the Specialty Care Service Line.

The primary purpose of the administrative officer is to provide administrative and clinical support to the Associate Chief of Staff for Specialty Care and Chief of Nursing for Specialty Care as part of the service line leadership triad.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include: coordinating and monitoring the functions of administrative services within an office; managing budget activities; analyzing data to support strategic and tactical planning, equipment planning and procurement; assisting with human resources functions to include planning and participating in onboarding of newly appointed staff; assisting with establishing performance standards for supervisors within a service line; oversee the planning, development, and implementation of facilities related to a service line; managing resources including staffing, workflow, equipment, and space utilization.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B.

or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond one full year or 18 semester hours of graduate level education.

Major Duties:

Duties will include, but may not be limited to the following: Administrative 40%: Provides operational oversight of administrative and clinical programs within Specialty Care, which includes disparate practice areas with distinctive legal and regulatory requirements.

Provides strategic direction for the SL by aligning program and initiatives with organizational goals and clinical priorities.

Leads the development and execution of long-term strategies to enhance service delivery, promote growth, and ensure sustainability.

Manages resources including staffing, workflow, equipment, and space utilization to support optimal patient care and operational excellence Ensures compliance with organizational policies, procedures, and regulatory requirements.

Collaborates with ACOS to analyze financial performance and identity areas for improvement.

Recommends and influences policy development at the service line, facility and VISN level through interpreting and advising on administrative guidelines, policies, and procedures.

Interpret legislation, directives, handbooks, accreditation requirements, legal documents and precedents.

Oversee operations related to evaluating current compliance, conducting gap analysis, and developing a compliance plan.

Incorporates feedback from other sites and stakeholders to develop a clear assessment of current performance and opportunities for improvement.

Develops proposals, as well as evaluate outcomes, for cooperative programs with other service lines and institutions, developing and coordinating new initiatives for the SC SL.

Collaborates and advises the ACOS SC and Chief Nurse in administrative matters relating to the overall management of the SL.

Analytical 30%: Collects and analyzes data to support strategic and tactical planning, equipment planning and procurement, and cost management studies.

Performs cost studies of SC SL programs, analyzing information to determine costs of delivering services in established and/or proposed programs.

Applies quality improvement methodologies such as Lean; Six Sigma; Do, Plan, Study, Act; Total Quality Management, in the management of specialty care teams to drive process and performance improvements .

Assesses current programmatic requirements as set forth by state, federal, and accrediting bodies to design and implement quality clinical services in compliance with regulations, laws, accepted business practices, and allotted budget.

Oversight 30%: Provides technical and administrative support to a unit of program analysts, program support assistants, time and leave clerks, and administrative support staff.

Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates the work performance of subordinates.

Advises, counsels, and instructs employees on both work and administrative matters.

Hears and resolves complaints from employees; hears and resolves group grievances and more serious unresolved complaints; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.

Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions.

Provides technical and administrative supervision support to outpatient and inpatient units to include nursing and providers with service line supervisors.

Assists with establishing performance standards for supervisors within the service line, recommends training, and approves leave for all staff and supervisors within the service line.
