Job Description

Summary

This job involves serving as an expert advisor on various administrative tasks for the U.S.

Army Corps of Engineers, such as budgeting, procurement, personnel management, and office operations at a military base in Missouri.

It's a mid-level government role that supports the smooth running of an organization through planning and oversight.

A good fit would be someone with a couple of years of office or administrative experience, strong organizational skills, and an interest in federal government work, especially if they have a background in handling budgets or HR matters.

About the Position: Serves as technical expert and advisor on all administrative and management support functions including: planning, programming, budgeting, contracting and procurement, data processing, personnel, equipment, property and logistics management, reporting, and general office management.

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.

Add the two percentages. To qualify at GS-09, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-07).

Specialized Experience: One year of specialized experience which includes: 1. Experience advising on federal personnel matters such as awards, training, and/or pay. 2.

Experience preparing purchase orders and requisitions of individual contracts for supplies, materials, equipment, and services.

Major Duties:

  • Obtains data concerning workload, funding needs, manpower requirements, justification, and work schedules for supervisor.
  • Provides input for funding estimates for hired labor, travel, training, plant and equipment, reproduction, supplies and materials, and other operating expenses of the Area/Resident Office.
  • Verifies the accuracy of budget amounts and justification data within the CEFMS program for proper obligation and account balances ensuring all costing is charged to appropriate funds and meet the approval requirements and regulation criteria.
  • Advises on employment, debts, retirement, health and life insurance, grievances and appeals, pay, leave, work schedules, changes in assignments, reduction-in-force, incentive awards, safety, training, career/ personal counseling, personnel matters.
  • Monitors and advises on procurement of supplies, materials, equipment, and services.
  • Conducts inventories of Area/Resident Office nonexpendable property and coordinates inventories of project nonexpendable real property.
  • Ensures that all Time and Attendance Reports are properly prepared and submitted in a timely fashion.
  • Keeps up to date of Area operations and answers inquiries from Federal, State, and local officials, special interest groups, and the general public
