Requirements

This role is under the supervision of the Administrative Officer 3 within the SPEED Office of Program Integration and is pivotal in supporting the execution and management of the SPEED program for the Department of Environmental Protection (DEP).

The incumbent is tasked with providing comprehensive staff assistance across a range of administrative, policy, permitting, and programmatic matters that hold significance for the entire agency.

A thorough understanding of Commonwealth permitting processes, revenue collection, payment systems, as well as purchasing and budgeting protocols is essential for success in this position.

The individual will be responsible for gathering, analyzing, and interpreting financial and budgetary data, which includes tracking permit program revenues and expenditures.

This will be accomplished through the use of both new and existing databases, spreadsheets, and reports, all aimed at developing and implementing the budget for the various programs within the SPEED initiative.In addition to these responsibilities, the position requires collaboration with senior officials on sensitive and potentially contentious issues, necessitating the resolution of matters that fall under the purview of the Administrative Officer 3.

This involves managing critical information, consulting with subject matter experts, compiling and analyzing relevant data, and preparing detailed reports that outline findings and recommendations for program consideration.

To excel in this role, high-level management, organizational, and administrative skills are crucial, along with the capacity to take initiative, lead meetings, and operate independently with minimal supervision once the processes of the SPEED Program are fully understood.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $59,345.00 (before taxes).

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
