This position is located in the National Office of the Office of Federal Contract Compliance Programs (OFCCP).

For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-15 includes: Providing day-to-day administrative direction relative to budget and finance, human resources, space management, FOIA, records management, and other related administrative functions.

Establishing priorities and allocating shifting resources to meet the needs of the office and staff.

Developing and presenting recommendations to senior-level executives and/or management officials based on analyses and evaluations of administrative and management programs / functions.

Leading change management through streamlining existing procedures and developing overall process improvements which impact the organization.

Advising on all personnel and labor management relations issues and ensuring the provision of HR support services for personnel actions. Major Duties:

Major Duties This position serves as the DMAP Division Chief. The position is responsible for overseeing the management of all administrative and management support services for OFCCP programs.

Serves as a key member of OFCCP' s senior leadership team as an expert in the areas of organizational and human resources planning, administrative operations, communications and information technology, employee and labor-management relations, and budget management.

Responsible for the technical and administrative supervision of staff who carry out the mission of the organization.

Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the subordinate supervisors' performance and the performance of those employees reporting directly to the position; and gives advice or instruction to subordinates on work and administrative matters.

Interviews candidates for positions; recommends appointment, promotion, or assignment for positions; makes or approves selections for subordinate non-supervisory positions; hears or resolves group grievances or serious complaints from employees; and effects disciplinary measures.

Responsible for long-term programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.

Develops, implements, and evaluates the productivity measurement system, and other data collection or tracking systems, to assist OFCCP management in allocating and reallocating staff resources, analyzing operations, and identifying corrective actions to improve efficiency and effectiveness.
