Full Job Description

You will serve as an ADMINISTRATIVE OFFICER for US Small Business Administration, Field Operations Center West - FOCW in Citrus Heights, California.

The incumbent serves as the principal advisor to leadership on administrative management matters and is responsible for planning, directing, and evaluating comprehensive administrative programs that support mission execution.

Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement.

However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled A combination of education and experience as indicated above.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position.

This experience may have been gained in a Non-Federal service position.

In addition, this Specialized Experience must demonstrate the following: Implementing and communicating the strategy, vision and direction of an organization, such as a Federal, State or local government program office, department or field office; Overseeing the Administrative operations of an organization supporting of both an office and field focused workforce to include at least 6 of the following functions: time and attendance, accountable property, warehouse operations, mailroom operations, secure credentialling, budget and procurement, fleet vehicle operations, facility management, shipping and receiving, inventory management, and other related tasks; Analyzing and making recommendations or decisions on workload distribution and staffing requirements; Writing communications and developing procedures to implement information such as policies, guidelines, operating metrics, position statements, funding requests/justifications, etc.

Communicating orally, or representing the organization, in meetings within the organization to peers and senior leaders, and to external partners involved in the administration of the enterprise operations and the operations of leased facilities with vendors and other stakeholders.

As an Administrative Officer at the GS-0341-13, some of your typical work assignments may include: Serves as the senior administrative management official for the organization and is responsible for planning, developing, integrating, directing, and evaluating comprehensive administrative management programs that support mission execution.

Establishes administrative goals and internal controls aligned with organizational objectives and evaluates the effectiveness and efficiency of administrative operations to ensure they support operational priorities.

Oversees the formulation, justification, and execution of the organization's operating budget, which may be derived from multiple funding sources and supports a wide range of operational activities.

Evaluates operational requirements and develops administrative solutions to ensure continuity of support services during changing operational conditions, including periods of increased workload or disaster response activity.

Coordinates facilities and security operations supporting continuity of operations and surge workforce requirements during disaster activations.

Advises leadership on facilities management and space utilization and coordinates administrative support related to facility operations.
