Full Job Description

The Administrative Officer provides support to the Chief and Assistant Chief, Health Administration Medicine Serves in the management of the administrative programs within the Service.

The Officer serves as Administrator for the Service's Performance Improvement Unit, performing supervisory duties over assigned staff, and as a technical specialist/advisor performing a variety of studies and analysis to improve productivity, efficiency, patient satisfaction, and access to care.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Major Duties:

The incumbent serves as Administrative Chief responsible for directing the day-to-day functions of the Medicine Service (MS) to assure the highest degree of quality care provided to the patients served at the Medical Center and applicable private facilities under fee basis arrangements.

The Administrative Officer acts in conjunction with the Chief, MS in planning, organizing and directing, evaluating, advising and coordinating administrative and clinical activities.

Responsibilities include evaluation and interventions targeted for improvement of productivity, management controls and short and long range planning.

Responsible for overseeing the operations of the MS and works closely with the Chief to ensure quality outcomes in the work and care delivered to the veteran patients serviced.

The incumbent will have three major areas of responsibility which are administrative personnel management and consultative.

Incumbent closely monitors resident staff and acts in conjunction with Section Chiefs and the Chief of Medicine to ensure all medical documents and all reports and discharge summaries are dictated according to medical center policy.

Responsible for analyze and monitoring workload, staffing, funding and other operations such as patient flow and processing and make appropriate and necessary changes/improvements.

Also coordinates the development of the MS long and short range goals, utilizing past review, workloads, problems.

Incumbent recognizes daily needs, determines areas of concern, recognizes problem, and takes appropriate actions and/or makes recommendations to the upper management.

Incumbents work is reviewed on the basis of completeness, appropriateness or recommendations, and soundness of judgement; it is expected that the incumbent is able to complete projects without supervision.

The incumbent is delegated considerable latitude in the performance of his/her duties and responsibilities in Medicine Service.

Incumbent follows guidelines in the form of VA Regulations, Directives, Manuals, JC guidelines, Central Office Circulars, administrative letters, Standard Operating Procedures and Medical Center Policy Memoranda.

The incumbent must keep abreast of all new Regulations, Directives and any changes as they occur.

Incumbent must have broad knowledge of VHA and user his/her own judgement to interpret VA Regulations, Directives, Manuals, JC guidelines, Central Office Circulars, administrative letters, Standard Operating Procedures and Medical Center Policy Memoranda.
