Full Job Description

You will serve as the RECORDS and FORMS MANAGER in the Corporate Operations (80000) Department of NIWC ATLANTIC, providing oversight and leadership for the Command's comprehensive records and forms management programs.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or NO-02 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Overseeing a comprehensive Records Management Program in accordance with SECNAV and NARA regulations, including management of the complete lifecycle of official records from creation to dispostion.

Additionally, the ideal candidate will have experience administering a command-wide Forms Management Program, ensuring all official forms are compliant with privacy, accessibility (508 compliance), legal standards, and supporting related actions such as FOIA and Privacy Act inquiries.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • Manage the processing, organization, serialization, storage, retrieval, and disposition of official agency records, ensuring accuracy, accessibility, preservation, and regulatory compliance.
  • Develop, maintain, and annually monitor the Command’s file plans; conduct comprehensive reviews to confirm ongoing alignment.
  • Develop and deliver training and guidance for Command personnel, promoting organization-wide understanding and compliance with recordkeeping policies and procedures.
  • Lead team to implement Records Management Program per SECNAVINST 5210.1 and NARA, ensuring compliance and effective management of the entire record lifecycle.
  • Collaborate with legal counsel to manage legal holds, FOIA requests, record freezes, and Privacy Act inquiries.
  • Develop and enforce privacy controls to protect PII, ensuring efficient, secure responses and preventing unauthorized access.
  • Oversee Command’s Forms Program per SECNAVINST 5213.16, collaborating with team members on form design, review, and distribution while ensuring compliance with privacy, legal, accessibility, and records management standards.
  • Demonstrate computer literacy and familiarity with Microsoft 365, enabling document collaboration, ensuring secure info sharing, as well as a willingness to learn new technology/tools as required.
