Full Job Description

The Battle Creek VA Medical Center is seeking an Administrative Officer (AO) for the Acute Hospital Clinical Service (AHCS) to oversee and manage various aspects of the service, ensuring the delivery of high-quality healthcare.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of health care service administration, continuous quality improvement, data analysis, healthcare principles, theories, and practices, budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; skill in applying advanced qualitative and quantitative techniques to perform thorough management analysis of programs; knowledge of the unique characteristics of the specific healthcare delivery systems; ability to apply extensive knowledge and skills in hospital administrative principles, theories, and practices; investigate complex issues, analyze problems, and present both written and oral recommendations; knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, clinic management, and related administrative areas; skill in researching and preparing project design, papers, and reports; organizing and delivering briefings to managers, committees, governance councils; comprehensive knowledge of Performance Measures and their related data measurement tools; knowledge of patient scheduling programs (VistA, VistA Scheduling GUI).

Physical Requirements: Work is sedentary. Some walking, standing, pushing, pulling, reaching, stooping, and bending. Occasionally requires carrying of objects up to 30 pounds.

Major Duties:

Major duties include, but are not limited to: The Administrative Officer of AHCS serves as the primary assistant to the Deputy Nurse Executive for AHCS, and is responsible for providing oversight and administrative management for all areas within the service.

All Services/programs currently under the Deputy Nurse Executive supervision are Health Informatics, Outpatient Infusion Clinic, Urgent Care, Nursing Officer of the Day (NOD), Nursing Float Pool, and Learning Resource Service.

Program planning and development, managing all office resources, and establishing and maintaining communication with all services within the Medical Center.

Provide all developmental and operational aspects of the office, thus furthering the availability of the Chiefs to accomplish his/her unique administrative duties.

Perform analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluating, education and improving nursing, administrative and support operations of AHCS, geared to the successful accomplishment of the VA mission, receiving additional guidance and direction as needed.

Lead in administering programs concerning such matters as staffing, recruitment, retention, equal opportunity, promotion, and position management.

Participate in space and equipment utilization programs management. Participate in establishing equipment and space policy for Nursing Service.

Approving official (Fund control Point Official) for orders for supplies, services, and equipment.

Assist with procurement and contracting activities, which includes preparing procurement requests, assessing proposals for services, and maintaining accurate records related to procurement and contracting processes.

Oversee the contracting and procurement processes for small-scale acquisitions, including the engagement of contract nursing staff, employing a variety of strategies as necessary.

Draft contracts to ensure the availability of necessary resources for operations, which involves cost determination, conducting cost analyses, soliciting bids, and preparing sole source justifications while maintaining effective communication with contractors.

Prepare and review purchase orders for supplies and nonexpendable items, such as computer hardware, software, and specialized equipment essential for the efficient operation of the office or service.

Oversee the labor mapping process within AHCS to ensure that all reports and labor mappings are both accurate and up-to-date.

Regularly review bi-weekly reports and labor mappings, facilitating investigations into any significant changes, and collaborate with the liaison to address and resolve any arising issues as necessary.

Ensure inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.

Participate in special projects, ongoing analyses, investigations, and initiative that have high priority for high level management.

Develops information papers and correspondence on wide variety of administrative functions.

Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
