This job is for an Executive Assistant who supports the head of quality and patient safety at a VA health care center in Amarillo, Texas, by analyzing and coordinating health care operations and preparing reports for leaders.
It involves handling communications, managing information, and dealing with challenging situations professionally.

The incumbent serves as the Executive Assistant under the supervision of the Associate Director of Quality and Patient Safety (ADQPS) office at Amarillo VA Health Care System (AVAHCS), Amarillo, Texas.
The primary purpose of this position is to serve as the Executive Assistant to the Associate Director of Quality and Patient Safety, through support in analyzing, evaluating on, and coordinating health care delivery systems and operations.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/03/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Proficient in use of Microsoft Office products; Experience in program or service line management; Experience in preparing reports for leadership review (for example, meeting minutes or program/service summaries); interacts with others and to deal with difficult situations in a manner that reflects positively upon the VA; written and oral communication sufficient to prepare and present findings and recommendations, implementing specific actions regarding controversial issues, or new ideas and concepts.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED).
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Master's degree.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.

Major Duties:
The incumbent works with the ADQPS, Executive Leadership, and Service Line Executives to review, plan and coordinate the delivery of health care programs throughout the facility. Amarillo VA Health Care System (AVAHCS) is a level two health care system, comprised of the main hospital and four
Community - Based Outpatient Clinics (CBOCs). AVAHCS has over 1500 FTEE and 25,000 Veteran patients throughout the Texas and Oklahoma Panhandles, Eastern New Mexico, and Southern Kansas.
The position renders advice on operational policies and assures these policies are coordinated with, and in support of, quality and safety.
The incumbent must ensure that operational policies are coordinated with and in support of administrative functions in coordination with the supervisor.
The incumbent is expected to use initiative in organizing and accomplishing the responsibilities that have been delegated.
The incumbent works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems, as well as addressing specific problem areas and applies a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems.
This position exercises broad latitude and provides senior expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues.
